Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  
DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

 

About the job 

Under the supervision of the Area S&I Manager, the Senior S&I Assistant will be in charge of supervision of the technical components of the Food for Assets projects which entails the provision of engineering advices, monitoring of the quality of work execution, and ensuring the implementation is in line with the donor and project requirements and work plan, consequently completing the handover for the constructed  irrigation canal and rehabilitated agricultural road projects.

 

Your main duties and responsibilities will be:

• Under the supervision of the Area S&I Manager, to implement daily site visits and monitor ongoing works, to ensure that all the implemented works are in compliance with the designed BOQ and Technical Specifications. 

• Manage and monitor the work ofsite supervisors and workers on daily basis and report back to the Shelter and Infrastructure Senior officer and S&I Area Manager. 
• Assist in drafting layouts, technical drawings and Bill of Quantity (BOQ) and project design. 
• In close coordination with the Senior S&I officer, monitoring the progress of construction activities and ensure that the project is finalized within the allocated time.   
• Ensure that all the required Manpower, machines and machine operators, tools and necessary materials are all available on site on daily basis.  
• Work with operational staff and Senior S&I Officer to complete order requests and payment requests, as needed. 
• Ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field. 
• Assist the S&I and Livelihoodsofficer in the monthly reporting dues, progress reports and lists of participants when needed. 
• Work closely with staff from DRC’s Protection, and Livelihoods team (and other DRC teams as needed) to ensure timely completion of integrated components of the project and created assets. 
• Act as internal focal point for the procurement and monitoring of FFA project materials, equipment and refreshments and ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field.

 

About you

To be successful in this role we expect you to have University degree in engineering (civil or mechanical) or other related engineering fields of study. Moreover, we also expect the following:  

Required

 

• 3 years’ experience of professional local experience in site supervision and construction works execution, agricultural, Irrigation and Infrastructure projects such as irrigation canals, agricultural roads and flood prevention. 

• Experience to in preparing layouts, designs, specifications and BOQs; 
• Experience in leading a team of workers (Skilled and Unskilled). 
• Good communication skills with land owners, Municipalities, Moukhtars and Beneficiaries. 
• Demonstrated competence in the use of Microsoft Office and AutoCAD. 
• Excellent interpersonal skills, working with different groups, partners and nationalities 
• High-level of knowledge and practice with Word, Excel, and AutoCad is required 
• Good in English communication- speaking and writing. 
• Fluency in Arabic language.

 

 

Desirable

 

• Previous working experiences with DRC would be preferred. 

• Residence in Akkar area and has a knowledge about the area and context. 
• Experience in non-governmental organizations is a plus

Contract length: Till the end of December 2018  
Level:  B+1 
Monthly Basic Salary: 1450 USD 
Duty Station: NOL 
Start date: July 2018
