This helps com- munities become more food secure. On average, WFP aims to bring food assistance to more than 80 million people in 80 countries.

WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

Gender equality is a prerequisite for a world of zero hunger- for all women, men, girls and boys to be able to exercise their human rights, including the right to adequate food. The pursuit of gender equality and women’s empowerment (SDG5) is central to fulfilling WFP’s mandate. Humanitarian crises almost always aggravate food insecurity and malnutrition. With different impacts on women, men, girls and boys, they also exacerbate gender inequalities and threaten to reverse development gains. To achieve food and nutrition security for all people without distinction, food assistance policies and programmes must create conditions that advance, rather than undermine, gender equality and women’s empowerment.

WFP’s Gender Policy (2015-2020) required the ETCO to develop the Country Gender Action Plan (CGAP) to direct activities at the country-level. The CGAP covers the period 2017-2020 and will support the CO in promoting gender equality and women’s empowerment to maximize the effectiveness of its programmes in Ethiopia. A Gender Result Network (GRN), consisting of staff of every functional area, is responsible for the overall implementation of the CGAP.


To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.  

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme and the overall supervision of the Senior Deputy Country Director; the incumbent will:

1.      Provide specialized expertise (on gender equality & women’s empowerment in relation to food security) and contribute towards the development of project activities, plans and processes to ensure alignment with wider corporate policies and guidelines on gender equality & women’s empowerment.

2.      Provide efficient coordination and specialized project management support to a range of specific programmes to ensure that the programme activities are performed within the established targets for gender equality & women’s empowerment, following WFP’s policies and procedures.

3.      Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.

4.      Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.

5.      Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions and participate in gender working groups and other fora to represent WFP

6.      Support the capacity building of WFP staff, cooperating partners and national government within the area of mainstreaming gender equality and women’s empowerment.

7.      Act as an escalation point for complex query resolution on all matters within the area of responsibility.

8.      Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.

9.      Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.

10.   Perform other duties as required.


.        Follow up with the different units on the implementation of the activities stipulated in the Country Office Gender Action Plan 2017-2020 and subsequent updated action plans.

·        Contribute to capacity development efforts for programme staff on gender analysis and reporting, at CO and SO levels

·        Organize meetings of the Gender Result Network, prepare agendas and keep documentation thereof

·        Keep office informed of staff events, training opportunities, and any information on gender relevant to the work of the organization.

·        Support programme staff in mainstreaming gender by formulating gender equality outcomes, incorporating gender indicators in log frames

·        Support MEAL and VAM staff in making monitoring tools gender-sensitive

·        Support the processes of reporting on gender equality & women’s empowerment indicators at CO level, including country level reports and programme reports.  

·        Organize brown bag lunches (or use other information dissemination methods) for gender related issues.

·        Report to and work in close consultation with the Gender Adviser 


·       Demonstrated expertise in gender indicators, data and analysis, familiarity with gender marker

·       Has contributed to mainstreaming gender equality & women’s empowerment in the programme cycle.

·       Has provided input to policy discussions.

·       Has completed a bachelor’s degree in Gender Studies



Completion of secondary school education. A post-secondary certificate in the related functional area.


Fluency in both oral and written communication in English and Amharic.

Experience: At least 7 years of progressive work experience in the Programme or related area, of which 3 years should be in the field of Gender or related to other socially marginalized or minority groups.
