1.      Organizational Context

 

a.    Organizational Setting

 

The main role of the incumbent is manage a Program Management Office which delivers against a portfolio of projects, typically involving the development and management of plans and strategies impacting across the various ICT activities supporting the IP services in the organization. In addition, the role also requires project managing projects aimed at the implementation of business processes to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

 

b.    Purpose Statement

In addition, the role also requires project managing projects aimed at the implementation of business processes to meet identified business needs, acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timescales, and quality.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Global IP Platform Program Manager.

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Oversight and management of the Program Management Office, assuring that the Program runs in accordance with agreed frameworks and actively supporting the Program Board and any sub groups or task forces established by the Program;

 

b.   Act as the liaison between the Program, its Board, its projects, and the various stakeholder ICT and business teams involved in the Program;

 

c.   Establish documents and safely execute program plans and strategies, safely execute projects, or sub-projects, actively participating in all phases of the project; identify, assess and manage risks to the success of the project;

 

d.   Estimate costs, timescales and resource requirements for the successful delivery of the program and its project(s) to agreed terms of reference; monitor costs, timescales and resources used, and take action where these deviate from agreed tolerances;
Maintain required financial records, using appropriate tools, for compliance and audit;

 

e.   Manage realistic program and project schedules and quality plans and tracks all activities against them, providing regular and accurate reports to senior management, and client/user management as appropriate;

 

f.    Manage the change control procedure, gaining authorization for revisions to the program and its project(s) from sponsors;

 

g.   Ensure that own projects are formally closed and, where appropriate subsequently reviewed, and that lessons learned are captured and auctioned; produce appropriate documentation to support these processes;

 

h.   Organize requirements into appropriate categories, clarify specifications of products and services to be procured; initiate and follow RFPs;

 

i.    Collect and collate data and uses appropriate techniques to assess costs and benefits of options and make decisions about the most appropriate route of procurement within legal constraints; evaluate and participate in the selection of suppliers based on the specification and evaluation criteria;
Act as the liaison between the customer and supplier organizations, owning the relationship regarding the contracts on behalf of the customer organization, enabling all communications to take place effectively and efficiently;

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in information technology, management, human sciences or a related field.  A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.
Certification in project management, e.g. PRINCE2, Managing Successful Programs or Agile.

 

Desirable

Certification in software development or data management.

 

Experience

Essential

At least seven years of relevant professional experience, including in managing IT projects with direct business impact by using industry standard program and project management methodologies, tools, and program and project planning and control techniques, including budget control.

 

Desirable

Experience in international IP registration systems.

 

Language

Essential

Excellent knowledge of English.

 

Desirable

Knowledge of vendor management.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the June 2018 rate of 72.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
