Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of four years of documented experience in managing satellite and landline internet protocol (IP) based networks, including hands-on skills;
  • Previous work experience with Systems administration in Windows and Linux environments; familiarity with VMware tools;
  • Knowledge of satellite communications technologies, thorough understanding of Very Small Aperture Terminal (VSAT) terminals and their installation and functional aspects;
  • Understanding of Virtual Private Networks (VPN) and tunnelling technologies specifically Checkpoint and Cisco Network security platforms;
  • Thorough understanding of the basics of encrypting data over transmission link and on disk storage devices;
  • Ability to take decisions associated with technical risks;
  • Understanding of the principle of basic troubleshooting of the performance of VSAT terminals and fault identification using minimum symptomatic parameters;
  • Ability to take the lead in a multinational team of diverse nature and various levels of expertise and knowledge;
  • Professional fluency in English language, both oral and written;
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals;
  • Cultural sensitivity and political judgement;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments.

Desirable:

  • Practical experience in encrypting data over transmission link and on disk storage devices;

Tasks and Responsibilities

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

The Mission, in line with the OSCE SMM Gender Equality Action Plan, is committed to improving the gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM and with due consideration to recommendations of the UN International Civil Service Commission. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from the technical monitoring means, the Special Monitoring Mission to Ukraine (SMM) has created a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM technical monitoring systems including cameras and acoustic sensors will be transmitted to the TMC, for 24/7 monitoring and recording of Minsk agreements violations, and development of real time situational awareness and a common operating picture for the Mission.

Under the direct supervision of the Chief of Information and Communication Technologies (ICT) and working in close co-ordination with the Chief of Technical Monitoring Centre, the incumbent is responsible for providing a full range of ICT services to the TMC in support of the surveillance monitoring project. More specifically, the ICT Officer/TMC Support is responsible for:

  1. Supporting the on-going function of the surveillance sites and other ICT equipment in the offices of the Mission supporting the TMC surveillance project;
  2. Planning, co-ordinating and supervising the work of the Technical Support Team for Monitoring Technologies;
  3. Overseeing the security of surveillance sites ICT systems and equipment (Switches, Firewalls, 3G modems, Microwave links, Internet and leased lines, etc.);
  4. Executing architecture reviews, security risk assessments and security testing of all the systems in the TMC;
  5. Proposing solutions to the Chief of ICT in improving the existing monitoring technologies ICT infrastructure;
  6. Preparing, maintaining and updating IT infrastructure diagrams and logical schemas of the TMC and all surveillance posts;
  7. Keeping updated information on the usage of the TMC IT resources;
  8. Developing criteria to assess the need for IT infrastructure upgrade;
  9. Designing operational framework governing systems management processes;
  10. Managing the operation, maintenance, trouble-shooting and upgrading of information technology and communication systems and networks in support of the TMC Project;
  11. Making assessments and providing proposals for baseline security configurations for operating systems, applications, networking and telecommunications equipment;
  12. Contributing to the operationalization of the various technical monitoring concepts of the SMM;
  13. Performing other duties as required.
