Grants Manager

We are looking for an experienced candidate to fill the role of Grants Manager for DRC in Myanmar.

In Myanmar, DRC has been present since 2009, as both DRC and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action.

DRC is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan States. 

DRC's response is targeting displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods, shelter and mine action.

 

DRC/DDG Myanmar currently employs over 280 national, 24 international staff and operates from six operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar include ECHO, OFDA, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors.

About the job

The Grants Manager will support the Head of Programmes in building and administering the country program’s portfolio of multiple grants across the four (4) States in which DRC operates. The Grants Manager will assist in securing new programmes by coordinating and/or leading proposal development processes and ensures high-quality and timely donor reporting. The Grants Manager will have oversight of the DRCs Grant Management Minimum Standards function by working closely with the programme team and advise programme teams on donor rules and regulation to ensure all programs are compliant with internal DRC and donor regulations. The Grants Manager will work collaboratively with the Programme Managers/Coordinators, Program Sector Leads, Monitoring, Evaluation and Learning Team, Finance, and Headquarters staff as well as externally with donors and DRC programme partners.

Specific duties and responsibilities

The duties include; but are not limited to the following responsibilities.

Grant Management

  • Maintain a grants tracker and provide regular management information to the Senior Management Team on the performance of the grants portfolio.
  • Ensure quality information management related to grants by overseeing the regular update of programme/grants documents in the GMS and act as direct counterpart for HQ on all GMS related affairs; as well as ensure internal electronic documents and hard copies are stored appropriately according to Operational Handbook (OH) Administration Volume, Document Handling and Filing Policy and OH Grants Management Volume.
  • Play a leading role in Grant Kick-Off and Close-Out meetings to ensure that all grant information, including deadlines, donor priorities and requirements, are communicated and understood by the team, and grants are closed in compliance with donor regulations.
  • Maintain effective communications with headquarters staff, providing timely updates on grants and flagging potential issues promptly.
  • In collaboration with programme and finance teams, ensure compliance with donor and DRC regulations, including DRC grant minimum standards.
  • Coordinate and lead as required on donor liaison, visits and communication.
  • Coordinate and lead as required with programme partners.

Proposal Development

  • Interface with DRC headquarters and the regional office to keep abreast of donor strategic priorities, specific requirements and deadlines.
  • Participate in the strategic evaluation process for new funding opportunities.
  • Oversee proposal development processes, including drafting and producing high quality concept notes and proposals that support DRC Myanmar’s strategic programming goals. This involves developing, managing and sharing the proposal development calendar in-country and with headquarters, ensuring funding proposals are submitted in a timely manner.
  • Act as the proposal lead for new funding opportunities, being responsible for compiling the proposal and for the overall quality and compliance of the submitted documents.
  • Coordinate proposal budget development, in coordination with finance and programme staff.
  • Coordinate funding opportunities with relevant staff.

Reporting and Communications

  • Oversee reporting workflows and processes between Programme Teams, senior leadership, and HQ to ensure the timely and quality development, review and submission of reports and other communication products.
  • Maintain a reporting tracker and share regularly with Programme Teams.
  • Collaborate with the Head of Programmes on the development of strategies, position papers, thought leadership pieces, and other related initiatives leveraging evidence from programs.
  • Provide timely, thorough responses to information requests from internal and external sources.
  • Coordinate internal and external reporting ensuring high-quality, well-written and timely reports that meet donor and DRC requirements.
  • Develop strategic communication materials, such as sector profiles, impact reports, programme briefings, leadership and positioning pieces, key messages, talking points, and other relevant pieces.

Core Humanitarian Standards

  • Assess gaps and work to support country and project level policies and practices to ensure DRC is compliant with the Core Humanitarian Standards.
  • Support the development of an organizational culture that reflects DRC mandate and values as a humanitarian organization.

Reports Directly To: Head of Programmes.

Works Directly With: Program Managers, Program Sector leads, Monitoring, Evaluation and Learning Team, Finance, and Headquarters staff as well as external with donors and partners.

Knowledge and Experience

  • BA degree in relevant field; MA preferred.
  • 4 to 6 years of progressive work experience, with demonstrated strengths in grant management, proposal development, and donor reporting.
  • Familiarity with US, EU and other donor regulations related to reporting requirements and ability to understand and adjust to the donor contractual requirements preferred.
  • Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities.
  • Experience in staff management, supervision and capacity building.
  • Demonstrated experience in working in a multi-cultural environment.
  • Excellent writing and editing skills in English required.
  • Previous work experience in conflict and/or post-conflict environments.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

We offer

DRC will offer the successful applicant a 12-month contract, renewable dependent on both funding and performance.
