CARE Canada is currently seeking a Program Manager - Humanitarian to join our team in Ottawa, Canada.

CARE Canada’s International Operations & Programs (IOPs) unit is responsible for ensuring the effective implementation of the organization’s global programs in both development and humanitarian assistance, focusing on the injustice of poverty and gender inequality. In humanitarian assistance, CARE Canada is committed to meeting the urgent life-saving needs of women, men, girls and boys affected by disasters and conflict, consistent with CARE’s humanitarian mandate and the CARE Humanitarian Strategy (2013-2020).

The Humanitarian Assistance and Emergency Team (HAET), which is part of IOPs, currently manages a programming portfolio of $25 – 30 million CAD annually. This is comprised of funding from Global Affairs Canada, various UN Agencies, including UNCHR, WFP, FAO and UNICEF and the Humanitarian Coalition.

Under the guidance of the Senior Manager – Humanitarian Assistance, the Program Manager (PM) will be responsible for leadership, oversight and support to the implementation of a diversified portfolio of programs funded by Global Affairs Canada (GAC) and other donors. This portfolio will consist of a mix of humanitarian, recovery and transitional programming, including both grants & contribution agreements from GAC. It is expected that the PM will manage Program Officers working within its portfolio. The PM is responsible for ensuring good donor relations and is accountable for the programs its team implements. The PM will be also responsible for advocacy and external engagement linked to its portfolio.

This role will involve travel to field offices for up to 30% of the time. The incumbent will also directly support CARE International’s humanitarian responses through a once a year deployment to a humanitarian response, for up to 4 weeks.

Because of the nature of the work, demands are fast-paced and unpredictable. This position requires an individual who is very flexible, provides expertise and leadership and who works well within a team. A strong understanding and practical experience integrating gender equality in humanitarian interventions is essential, and an understanding of Global Affairs Canada and specific technical skillsets (i.e. food security, shelter, gender, GBV, SRHR, and/or WASH) are strongly desired.

· You have relevant and sustained experience managing humanitarian and recovery programs and/or operational responses, with some experience gained overseas in a fragile state or humanitarian context

  • You have experience and commitment to promoting gender equality within humanitarian work
  • You have leadership skills & excellent judgement
  • You have experience with Global Affairs Canada regulations, including managing grants and/or contribution agreements
  • You have experience and capacity to work in harsh conditions and insecure environments
  • You have a track record of high resilience under pressure and ability to support and motivate teams in these situations
  • You have a high political acumen and excellent team building and interpersonal skills
  • You have a very good understanding of the humanitarian system, principles and key relief sectors (e.g. strong knowledge of and demonstrated experience with IHL, the Red Cross Code of Conduct, SPHERE, IASC Gender, HAP and understanding and experience of the cluster approach to coordination and response)
  • You have a capacity to work closely with communities affected by disaster, including familiarity with participatory assessment methods, with a focus on gender equality and ability to identify specific needs of men, women, boys and girls.

  • You have experience in coaching and mentoring
  • You have a strong ability to manage priorities and meet deadlines
  • You have strong language skills essential (excellent written and spoken English is essential)
