What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose



To support the Movement Division on 

  1. the implementation of and reporting on the Plan of Action for “Strengthening Movement Coordination & Cooperation” (SMCC) 
  2. monitoring and defining institutional position on Movement coordination issues
  3. the development of Movement policy issues and positioning on institutional thematic files.
  4. any other  Movement related issues (emergency response, …) as required.


The post holder will thus mainly be assigned to an institutional project carried out with the International Federation of Red Cross and Red Crescent Societies (IFRC) and National Societies as per Resolution 1 of the Council of Delegates in November 2017, which aims at “Optimising the Movement Humanitarian Response”, meaning the way the ICRC, the IFRC and National Societies work together in response to complexifying humanitarian needs.

Accountabilities & Functional responsibilities



General 
 

  • Monitor and analyse relevant trends and major events regarding interaction between components of the International Red Cross and Red Crescent Movement (Movement) as well as between Movement components and external actors
  • Carry out research and analysis tasks related to substantive issues managed by the Movement Division on request
  • Draft speaking notes, Minutes of Meetings and other types of reports
  • Participate in and provide contributions for a number of working groups (plan the meetings, write the minutes/outcomes, administrative support,..)
  • Support participation and presentation at the Council of Delegates 2019 and follow-up on key meetings

Movement coordination (SMCC project-specific)

 

  • Collect and consolidate reference and working documents related to Movement coordination
  • Identify and collect Movement coordination Best Practices and data, notably to feed-in the SMCC reporting system
  • Contribute to formulating ICRC’s position with regards to Movement coordination and cooperation
  • Participate in monitoring, supporting and promoting the implementation of the Plan of Action by the Joint Implementation Teams while ensuring overall coherence of the work
  • As part of monitoring, collect contributions from the Focal Persons for monthly report on SMCC
  • Manage information related to the project and ensure timely update of online working tools
  • Ensure regular exchange of information with IFRC counterparts and other ICRC divisions and units
  • Produce communication material (mainly internal) and updates on the advancement of the file (such as the SMCC Newsletter)

Policy
 

  • Support the Movement policy advisor on development of ICRC’s position on Movement policy issues and on the dissemination of the Fundamental Principles within the Movement, including training tools, best practices etc.
  • Together with the Movement policy advisor, provide support to thematic file-holders on topics such as Internally Displaced Persons, sexual violence, education, violent extremism and other) in their interaction with other Movement components (IFRC, National Societies).

Other Movement Division files
 

  • Support the Movement Division`s Operations Unit if and when necessary with managing the response to emergencies and the implementation of the SMCC Plan of Action.

Certifications / Education required

  • A Master's degree in a relevant field (e.g. international relations, development studies, political science, public administration)
  • Good computer literacy and knowledge of Microsoft Office (2010) and internet-based tools

Professional Experience required

  • Prior experience with a component of the Movement is an asset (National Societies, the IFRC or the ICRC)
  • Project management /coordination experience
  • Experience in policy making/analysis
  • Ability to take initiatives and work autonomously when needed
  • Able to work in a team and multicultural environment
  • A demonstrated interest for humanitarian action, the ICRC and the Red Cross Red Crescent Movement
  • Experience working and/or living abroad, ideally in developing countries
  • Previous internship in humanitarian field or working experience

Desired profile and skills

  • Strongly motivated by humanitarian work
  • An excellent command of both French and English (fluency in one and very good working knowledge of the other). The trainee is expected to be able to converse and write notes in both languages
  • Strong written communication and conceptual skills
  • Demonstrated analytical skills
  • Good understanding of the mission and mandate of the ICRC and of other components of the Movement

Languages

  • Fluent in English and French
  • Fluency in a 3rd language, especially Arabic, Russian, or Spanish, an asset
