UNOPS Brazil is responsible for managing strategic and operational risks associated with the countries’ portfolio of engagements, developing and delivering cost-effective services contributing to partners' sustainable results and achievements of UNOPS management results.  In the country, UNOPS has been making significant strides in developing the area of advisory services in infrastructure. This includes management contracts and providing consultancy services to support the national and local governments to address the challenge on how to improve infrastructure investments, considering costs reduction, resiliency, and sustainability.

UNOPS Brazil operates as an integral part of the Latin America and Caribbean Regional management structure. It reports to the Operational Hub Director who provides direction and guidance. 

The present vacancy is part of an agreement between the United Nations Educational, Scientific and Cultural Organization (UNESCO) and UNOPS to work on the development of an existing Technical Cooperation Project with the National Historical and Artistic Heritage Institute – IPHAN. The final goal is to develop guidelines for the budgeting methodology of works and services related to Material Cultural heritage.


Functional Responsibilities

Under the guidance and direct supervision of the Project Manager (PM), the Heritage Costs Architect/Engineer is mainly responsible for the following functions:

  • Analysis of technical specifications for the execution of services;
  • Research and verification of unit costs for budgets of heritage works;
  • Identification of similarities between unit costs for heritage works the Brazilian public works pricing system (SINAPI);
  • Proposal of a methodology for the composition of unit costs and services related to cultural heritage;
  • Definition and consolidation of guidelines and tests for the proposed methodology;
  • Compliance with relevant regulatory standards;
  • Maintenance of records of the procedures performed, reports received and produced, and of all relevant technical documentation of awarded services; and
  • Measurement, assessment, and acknowledgment of the progress of the awarded services for payment release;
  • Evaluation of requests for increases or amendments from suppliers.

Education/Experience/Language requirements

a)      Education

  • Bachelor’s degree in Engineering or Architecture.
  • Master’s degree or equivalent in Heritage Interventions is an asset.

b)      Experience

  • Minimum 2 years of experience related to budgeting heritage works for the public sector.
  • Working as a consultant for international cooperation projects is an asset.
  • Knowledge about the Brazilian public works pricing system (SINAPI) is an asset.

c)       Language

  • Fluency in written and oral Portuguese is required.
  • Intermediate level of English or Spanish for written and oral communication is required.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA)

Contract level: LICA-8

Contract duration: 6 months with possibilities of extension.  

The contractor will be remunerated based on a daily fee and according to the number of full days worked to complete the assigned duties. All required products must be delivered according to schedule. The specific dates will be coordinated with the UNOPS team.
