UNICEF Bangladesh requires a Deployment Officer to lead the initial phase of Deployment of the RapidPro for Real Time Monitoring Scale Up Initiative. The Deployment Officer will work closely with local Government authorities, MOH, and partners in Kurigram. The Officer will also work with relevant partners to build capacity and systems for increased effective coverage. The officer will serve as a bridge between the project and district level by providing technical oversight, coordination, quality, uptake, and sustainability of the project as a key component of broader nutrition and health programming in the district context.

How can you make a difference?

Purpose for the job:  UNICEF Bangladesh requires a Deployment Officer to lead the initial phase of Deployment of the RapidPro for Real Time Monitoring Scale Up Initiative. The Deployment Officer will work closely with local Government authorities, Ministry of Health and partners in Kurigram. The Officer will also work with relevant partners to build capacity and systems for increased effective coverage. The officer will serve as a bridge between the project and district level by providing technical oversight, coordination, quality, uptake, and sustainability of the project as a key component of broader nutrition and health programming in the district context.

Key function, accountabilities and related duties/tasks

  1. Supporting and providing RapidPro and dashboard training to key Government counterparts and civil society partners.
  2. Supporting MOH Help Desk staff in providing Help Desk services
  3. In coordination with the Project manager and Innovation Specialist and working closely with Frontline staff and beneficiaries/ users/households on RapidPro/SMS sensitization to maximise coverage and identify critical bottlenecks in existing systems and identify means through which corrective actions can be implemented
  4. Build / modify RapidPro flows and campaigns to reflect requirements
  5. Generate rich data analysis visualizations from RapidPro data with Tableau dashboard for programme and partner needs
  6. Conduct quality and accuracy checks in collaboration with local supervisors
  7. Support monitoring of effective coverage of Frontline staff and implementing partners to quickly identify those who are not benefitting from support and address bottlenecks
  8. Conduct monthly progress meeting and prepare monthly progress reports to inform the Innovation Specialist, programme colleagues and government partners on progress and bottlenecks experienced
  9. Working closely with the Project Manager and Innovation Specialist to support programme colleagues and partners in the deployment and ongoing management of the RapidPro for Real Time Monitoring Scale Up initiative
  10. With support from the Project Manager and Innovation Specialist, ensure information and progress is regularly available and disseminated in a user-friendly manner to service providers and decision makers in the district.
  11. Develop protocols and strategy to clean, update, and improve data quality.
  12. Develop data visualization templates and process/system for government partners and programme colleagues
  13. Working closely with the innovation specialist, Project Manager and other relevant counterparts to ensure that all necessary technical foundations are established and properly maintained

To qualify as an advocate for every child you will have…

  • University Degree or higher in Informational Technology, Statistics, Economics, Bioinformatics, or a related field is required
  • Proven experience in the digital health field - especially on deployment of digital health solutions in complex environments.
  • DHIS2, OpenMRS, iHRIS, OpenHIE, MoTECH, CommCare, etc
  • Strong Tableau/data visualization skills.
  • Strong quantitative skills and an analytical, data-driven mindset
  • Ability to communicate complex quantitative analysis and analytic approaches in a clear, precise, and actionable manner
  • Expert level experience of using Microsoft Excel
  • Experience working in, designing, or deploying solutions in/for low-resource settings
  • Extensive experience working with the mHealth/eHealth community
  • Experience designing and supporting mobile projects with Government (esp. Ministries of Health)
  • A self-starter, flexible and can work independently
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
