Context:

Under the overall and direct supervision of the Chief of Mission (CoM) in Lusaka and in close cooperation with the Regional Thematic Specialists for Immigration and Border Management (IBM) and Labour Migration and Development at Regional Office (RO) Pretoria, as well as the Department of Migration Management at IOM Headquarters (HQs), the successful candidate will be responsible for assisting with and contributing to the implementation and management of the IOM Zambia portfolio of activities that relate to regional integration, Immigration and Border Management, Labour Migration and Development and Migration Policy, among others. Specifically, the successful candidate will be responsible for supporting and implementing the IOM activities of the European Union 11th European Development Fund (EDF) Common

Market for Eastern and Southern Africa (COMESA) Cross Border Trade Initiative: Enhancing Small-Scale Cross Border Trade Flows in the COMESA/Tripartite Region. The overall EU 11th EDF COMESA programme is a regional, multi-year, multi-partner project funded by the EU. IOM is one of the main implementing partners of this project, which is managed by the Secretariat of the Common Market for East and Southern Africa (COMESA).

This multi-year project will be implemented in the following countries – Democratic Republic of Congo (DRC), Ethiopia, Kenya, Malawi, Tanzania, Zambia and Zimbabwe. The programme will focus on four border control points between the Zambia and neighbouring countries, and a fifth border control point between Kenya and Ethiopia.

The main objective of this programme is to increase formal small-scale cross-border trade flows Page 1 / 4in the COMESA/tripartite region, leading to higher revenue collection for governments at the borders as well as increased security and higher incomes for small-scale cross-border traders. The programme aims to facilitate small-scale cross-border trade flows between targeted countries through effective policy and governance reforms, institutional capacity building, improved border infrastructures and better data collection and monitoring. Core Functions / Responsibilities:

1. Support with coordinating the implementation of all IOM activities of the EU-funded COMESA project.

2. Provide guidance and technical information for the implementation of the EU-funded COMESA project in coordination with relevant country offices and the Regional Thematic Specialists.

3. Identify and facilitate sharing of information.

4. Monitor all aspects of project implementation, follow up on logistical and administrative arrangements, identify problems, and propose action to expedite the delivery of outputs. 5. Analyse progress and implementation reports and identify and document significant project events, decisions, problems, or deviations.

6. Monitor project expenditures and verify it is line with the budget provisions and coordinate the submission of financial, interim and final reports to COMESA.

7. Coordinate all reporting requirements as set out by COMESA and in line with IOM internal reporting requirements

8. Liaise with the resource management colleagues to ensure that all necessary administrative requirements and resources are coordinated in a timely manner.

9. Provide regular updates and reports to COMESA covering all IOM activities under the EU Programme in accordance with IOM, COMESA and donor formats as required.

10. Assist the mission to identify potential areas for project development and resource mobilization, including engagement with non-traditional donors, and facilitate the development and submission of concept notes and project proposals in these areas.

11. Support the Chief of Mission through the drafting of presentations, talking points, briefing papers and speeches.

12. Participate and provide inputs, if required, in relevant project Steering Committees, working groups, donor meetings, and UN Delivering as One forums (for example the relevant UN Sustainable Development Partnership Framework Results Groups).

13. Undertake duty travel, as required to ensure the smooth implementation of projects within the relevant portfolio.

14. Supervise support and project staff working on the assigned projects.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Knowledge of COMESA as well as EU contractual and project requirements;

• Demonstrated high level of expertise in the thematic areas relevant to the project – specifically IBM, labour migration, migration policy;

• Knowledge of project monitoring;

• Excellent writing and communication skills and the ability to maintain effective working relationships with government authorities, national and international organizations, and other project partners;

• Ability to interpret information and identify and analyze problems and propose solutions; • Experience in UN Delivering as One processes;

• Demonstrated aptitude for project development, including engagement with non-traditional donors.

Languages

Fluency in English is required. Working knowledge of French, Arabic and/or any COMESA core languages is an advantage.
