TERMS OF REFERENCE FOR INTERNATIONAL GBV TRAINING FACILITATOR

Purpose of consultancy:

GBV Trainer:  The overall purpose of the position is to support the GBV Training Expert in strengthening the technical capacity of the frontline GBV and CP service providers currently engaged in the response to Rohingya Refugees’ crisis through training, coaching and mentoring of the frontline workers in Cox’s Bazar

Activity 1: Support the TI Team in facilitating a three steps GBViE training programme starting with Foundation training, applied training and then finally a Training of Trainers for Child Protection and GBV frontline workers in Cox’s Bazar. 

Activity 2: Support the TI team in the coaching and mentoring efforts of the selected/ targeted front line workers

Required expertise, qualifications and competencies, including language requirements:

The GBV Trainer must have demonstrated expertise in the field of gender-based violence in emergency programming, experience of working with GBV survivors including children and adolescents- in depth knowledge of capacity building interventions and trainings skills.  Experience of linking Sexual Reproductive Health to GBV is essential; experience of working children and adolescents is required as well as skills of working communities to prevent and respond to GBV. Skills in engaging boys and men in GBV prevention and response is also required.

Experience of working in Asia in particular Cox’s Bazar is an advantage.

Inputs / services to be provided by TI (e.g support services, office space, equipment, fees), if applicable:

TI will provide regular guidance and technical support and all training materials through the Senior GBV Training Expert for the whole duration of the assignment. Transportation is provided as well as a perdiem. Fees will be negotiated depending on the level of the expert.

The consultant will be paid an agreed lumpsum based on satisfactory delivery of the tasks

 

1.       Background

Since 25 August 2017, over 650,000 Rohingyas have fled from Northern Rakhine State, Myanmar to Cox’s Bazar District Bangladesh. The sudden influx of refugees has created unprecedented humanitarian crisis and the The current camps not only host the refugees from the current influx, but also those who fled the October 2016 as well as 1991 violence. As the number of refugees is overwhelming, there are numerous protection concerns affecting children and women who are the majority of the refugees. ‘Children compose the majority of the Rohingya refugee population (between 55% and 58%) equating to an estimated 450,000 children across 126 sites as of October 2017’[1]. The Rohingyas fled from violence and persecution in Myanmar and as such many have experienced severe psychological distress and trauma; the life of the Rohingyas continues to be difficult as they are now living in squalor, poverty, with no legal status and surrounded with uncertainty. The extremely difficult situation of the Rohingyas is compounded by climactic vulnerabilities particularly seasonal flooding which renders some parts of the camp inaccessible. In the aftermath of the Rohingya Refugees’ Crisis, serious Child Protection and women protection related concerns including SGBV were reported to frontline humanitarian workers in Cox’s Bazar. While protection actors in Cox Bazar have developed and are implementing various protection responses in the camps to mitigate and address the various child and women protection concerns, what needs to be looked into is taking the responses to scale up further given the current situation in the camps as well as the fact that new arrivals continue from Myanmar.

UNICEF Bangladesh has contracted Transition International (TI) to develop and implement a capacity development programme for CP and GBV frontline workers. The aim of this programme is to increase the capacity of CP and GBV frontline actors to provide quality CPiE and GBViE services to the Rohingya community residing in Cox’s Bazar. TI has developed a three steps training package that will start with the Foundation training, followed by the Applied training and the last step will be the training of trainers (ToT). The main objective of the Foundation Training is to reinforce the basics of CPiE and GBViE to the frontline workers; the main objective of the Applied Training is to increase the knowledge and skills of the CP and GBV frontline workers to effectively implement protection response services for the Rohingya refugees. The ToT is aimed at creating a resource team of CPiE and GBViE actors who will continue with: on the job training, mentoring and coaching of frontline workers for capacity building as well as providing training for the newly recruited frontline workers after the contract with TI ends.

2.       Overall Responsibility

Under the guidance and supervision of the International GBV Training Exert and in an effort to achieve TI’s and UNICEF Bangladesh strategic outcomes as per the agreed work plan, the incumbent will be responsible for conducting the training of front line workers identified and selected in Cox’s Bazar as well as in coaching and mentoring support provision to the front line workers/ organisations               

3.       Specific Responsibilities and expectations

  • Support the TI Team in facilitating a three steps GBViE training programme starting with Foundation training, Applied training and then finally a Training of Trainers for Child Protection and GBV frontline workers in Cox’s Bazar.
  • Conduct mentoring and coaching visits to observe the frontline workers who have participated in the CPiE and GBViE Trainings.
  • Any other activity assigned by TI Senior GBV Trainer and/or the TI Team Leader in Cox’s Bazar

4.       Deliverables

  • Three steps trainings conducted successfully
  • Detailed final report submitted
  • Regular mentoring and coaching support provided to target organisation

5.       Qualifications and experience

  • The GBV Trainer must be a graduate in Social Sciences, preferably Social Work, Law, Gender Studies and/or Psychology and have demonstrated expertise in the field of gender equality and gender-based violence programming, with an in-depth knowledge of capacity building interventions and trainings skills.

6.       Languages

  • Fluency in oral and written English is required;
  • knowledge of Bengali is an added advantage.
