The main office is based in Damascus and supported by 5 Field Offices, located in Aleppo, Tartous, Qamishli, Homs and Damascus (for rural Damascus). The PME|HACT Section reports directly to the Deputy Representative and works in close coordination with all programme teams and Field Offices. The section is responsible for the strategic planning, monitoring and evaluation, information management, partnerships and HACT. This post will add the reporting function to the section.

The Syria CO operates in a very complex humanitarian environment, and a rapidly changing context. The PME|HACT Section reports directly to the Deputy Representative and works in close coordination with all programme teams and Field Offices. The section is responsible for the strategic planning, monitoring and evaluation, information management, partnerships and HACT. This post will add the reporting function to the section.

How can you make a difference?

The post will contribute to the reporting function in the Country Office, including timely preparation and completion of CO repots, presentations, briefing papers and the annual report, amongst others. The incumbent will manage the conceptualization and implementation of the country office knowledge management strategy and action plan with the objective of promoting awareness, understanding, support for children’s and women’s rights, and support for UNICEF’s mission, priorities and programmes.

While this posts does not focus specifically on donor reporting, it may contribute as needed or required.

Reporting, Planning and Programme management

  • In collaboration with UNICEF programme officers, and other partners, planning, developing, compiling, drafting and editing of weekly and monthly reports and papers on the UNICEF country programme to be used for partners and stakeholders (Including: annual reports, Country Programme Documentation, workshops, human interest stories). This also includes reading and extracting key issues (program and operations) that need follow up from the daily and weekly reports from the field offices and districts and sharing with concerned programs and management for urgent action and follow up.
  • Compiling data for reporting, and confirming the accuracy of data, using mostly the relevant database and other official surveys and censuses as a source for data reporting and analysis.
  • Coordinate with staff to compile, produce and disseminate high quality mandatory UNICEF programmatic reports, including the SitRep, UNSG Report, Country Office Annual Report, programme briefings, Reviews Summary, etc.
  • Ensure overall quality of documents and compliance with criteria set out in Executive Directives, UN/UNICEF policy papers, Communication Programme manuals, UNICEF Country Programme plans and other official guidelines and directives.
  • Ensure timeliness and quality reporting. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions to Syria. In reviewing the reports ensure compliance with special requirements, quality of data and systematic-results based reporting. Work on several reports covering the ongoing responses across the country and in the Whole of Syria, and any other reports as needs be.
  • Roll out monitoring and reporting mechanisms, ensuring adequate training in reporting, troubleshooting and revision of mechanism as required.
  • Propose and/or undertake action on operational procedures to ensure there are effective work processes on reporting in the CO
  • Identify capacity strengthening needs in the CO and Whole of Syria, for capacity building on reporting; accordingly, design, prepare and implement various training's or on-site support to colleagues as deemed appropriate to ensure that the relevant staff have the most up-to-date information on reporting guidelines and requirements.
  • In collaboration with the Communications Section support implementation of the Syria Country Office Visibility/Recognition plan and related work plan to support the visibility of UNICEF's role in the crisis in Syria and to ensure donor visibility/communication materials requirements are met. Undertakes field visits to collect visibility and communications materials, including human interest stories.

Knowledge Management for Programmes

  • Develop a mechanism for quality assurance of knowledge products.
  • Design and regularly update quality assurance checklist for knowledge products by category and type of dissemination.
  • Ensure timely dissemination and promotion of knowledge products through the Country Office intra and internet and other means. In collaboration with the External Communication section, develop a strategy and set up mechanism for sharing and promotion of knowledge products.

To qualify as an advocate for every child you will have…

  • Education: Advanced University degree in International Development, Programme/Project Management, Business Administration, Financial Management, Economics or related field
  • Experience:  A minimum of five years of professional work experience in one or more of the following areas is required: advocacy and communication, reporting, knowledge management, fund raising, programme management, or monitoring and evaluation. Advanced ability to express clearly and concisely ideas and concepts in written form. Specific skills in report writing and editing.
  • Language: Fluency in English and another UN language required. Knowledge of the local working language (Arabic) of the duty station is an asset.
