Context:

Under the general supervision of the Chief of Mission of IOM Chad and in close coordination with the Project Manager based in Paris, France and the Regional Operations team based in Accra, Ghana, the Operation Coordinator for Resettlement and Assisted Voluntary Return, will be responsible for monitoring and coordinating operations related to resettlement and voluntary return within the IOM Chad Mission.

Core Functions / Responsibilities:

1. Supervise the operations unit staff in Chad, who are undertaking movement activities, including coordinating, coordination of booking and scheduling with Ghana, movement operations coordination with IOM Paris and other possibly involved missions, distributing Advance Booking Notifications (ABNs) particularly with local authorities and coordination with United Nations High Commissioner for Refugees (UNHCR). Support staff development processes such as hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of activities.

2. Supervise the organization and completion of logistical aspects of the ground in-country movements in support of medical screening missions, resettlement and Assisted Voluntary Page 1 / 4Return (AVR) activities.

(including airport assistance and onward transportation as needed).

4. Draft and ensure adherence to clear Migration Movement Standard Operation Procedures (SOPs).

5. Ensure timely and effective organization of all OFPRA related screening, security and interview missions including ground transportation, accommodation and scheduling of the actual missions in coordination with CNARRR and UNHCR, as well as the French embassy. 6. Troubleshoot and backstop any arising challenges in the programming, in particular concerning AVR cases in coordination with the local authorities.

7. Ensure Data Processing staff members are undertaking secure storage of documentation and data in accordance with IOM principles and guidelines, that they are taking all necessary measures to guarantee limited access to physical files, and that they are dispatching travel documents and coordinating exit permits in a timely manner. Ensure the travel bag has all necessary documentation to depart the country.

8. Oversee Data Processing staff members as they process exit and entry permits in close coordination with supervisors and other IOM colleagues; this may include direct communication with beneficiaries in relation to requesting them to submit required documentation in accordance with SOPs. Ensure they prepare all travel documentation required for the exit or entry process and submit to relevant authorities for approval, following up on exit or entry permit requests and clearances in a timely manner.

9. Ensure the organization and coordination of pre-departure or post-arrival counselling on pre-embarkation procedures and special needs during /after travel (such as meals, medication, wheelchairs and medical conditions) as needed and in close coordination with the medical unit and identity and document verification prior to the distribution of travel documentation to departing individuals. Identify beneficiary vulnerabilities and coordinate appropriate action to ensure they are addressed, including overseeing the coordination of escorts. 10. Supervise the handling of at-risk and sensitive cases in accordance with IOM’s policies, procedure and guidance in the Movement Management Manual (MMM), including assistance for unaccompanied refugee minors (URMs). Facilitate adequate training for staff members on working with at-risk and sensitive cases and mainstreaming prevention of sexual exploitation and abuse (PSEA) through the awareness and training sessions for staff and service-providers. 11. Prepare statistics and report regularly to the Chief of Mission on relevant activities, problems and recommended solutions related to Movements and Data Processing. Work to streamline how reports are prepared and presented in order to improve services. Ensure data on all procedures is compiled, summarized and presented by staff members in a timely manner. 12. Undertake duty travel, if required, to participate in meetings or training sessions, or to escort individuals.

13. Demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

• Master’s degree in Political or Social Sciences, Law, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in Movement Operations especially with IOM, is preferred;

• Knowledge of Movement Operations programme implementation and familiarity with IOM's administrative, financial and business rules and practices is desirable; • Strong written and verbal communication skills and ability to effectively communicate with and lead a team;

• Attention to detail and ability to organize;

• Excellent computer skills and a high level of proficiency in spreadsheet and database applications;

• Self-motivated and objective driven.

Languages

Fluency in English and French is required. Working knowledge of Arabic is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
