Org. Setting and Reporting

Located within the Office of the Mission Chief of Staff and under the direct supervision of the Senior Mission Planning Officer / Head Strategic Planning Cell (SPC) the Mission Planning Officer will perform the following duties:

Responsibilities

Support in the development of strategic planning documents:

•Under the guidance of the head of SPC and in liaison with various Mission components, supports the revision of the Mission Concept; development of a Mission Implementation Plan; maintenance of the Mission’s risk register;

•Supports the Senior Mission Planning Officer in translating the SRSG vision and the mission mandated tasks into objectives, timelines and expected outcomes for the development and implementation of Mission component plans; coordinates the inputs for regular monitoring and progress reports;

•Contributes to the review, implementation and reporting of the UNDAF in Democratic Republic of Congo, including through the monitoring and evaluation of progress made and the contributions of the Mission;

•Contributes to the UN system-wide development of an integrated and complementary approach to support joint action and efforts to sustain peace;

•Supports Mission components in the development of component-level plans, including to ensure coherence with the Mission's overall strategic direction and planning tools, and support joint and integrated planning between Mission components, UNCT members and other relevant partners in accordance with strategic planning guidelines and senior management guidance;

•Technical support to civilian and uniformed components in line with Mission concept and other strategic documents;

Support regular/annual Mission planning processes:

•Contributes to preparation of the Mission Results-Based Budget (RBB), Supplementary Budget and performance reports as well as the submission of responses to Controller/ACABQ questions in a timely manner;

•Coordinates and reviews the RBB requests (Training, Travel, Consultants, Staffing, etc.) coming from the sections under OCOS and OSRSG ensuring that the requests are in line with the sections respective mandates and functions. Provide information and advice based on established DPKO/DFS Policies and guideline;

•Informs substantive sections of their RBB responsibilities and provide recommendations on design of specific planning and performance evaluation tools and mechanisms, in line with policy and best practice;

•Supports the implementation of the Integrated Operational and Planning Coordination including by providing advice and guidance to all Mission components;

•Supports the Senior Mission Planning Officer in coordinating inputs for OIOS evaluations, performance audits and other types of assessments requiring liaison with all Mission components and UNHQ;

Support Mission’s Programmatic Activities:

•Provides technical advice to section and division planning programmatic activities;

•Participates in Trust Fund Project Review Committee and CVR/CBR Project Appraisal Committee;

•Helps liaise between the programmatic fund managers in order to ensure a complementarity of funding mechanisms and avoid duplication of projects;

Managerial and editorial functions:

•Supports the Senior Mission Planning Officer in the management of the Strategic Planning Cell, including by ensuring flow of information and effective division of labour. In the absence of the incumbent, perform the function of Senior Mission Planning Officer.

•Ensure quality standards of outgoing documents by reviewing and editing of various documents (DSRs, broadcasts, cables, memos, letters etc.).

Planning & Organizing – Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education

Advanced university degree (Master's or equivalent) in political science, international relations, development studies, management or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination would be an advantage.

Work Experience

A minimum of five years of progressively responsible experience in political affairs, humanitarian affairs, development, programme management or related field. At least one full year of experience working in a UN field operation in a conflict or post conflict setting is required. Knowledge of relevant UN policies, processes and operations is required. Experience in monitoring programmes or planning in a transition context is desirable. Experience facilitating multi-stakeholder processes in a peace consolidation setting is required. Experience working directly on UN field operation strategic planning processes is highly desirable.

Languages

English and French are the working languages of MONUSCO. For this post, fluency in spoken and written English is required, knowledge of French is required.

Assessment
