The Information Management Officer is a core cluster/sector coordination team member. The purpose of this post is to manage the collection, analysis and sharing of information that is important for the education sector and cluster coordination group participants to make informed (evidence based) strategic decisions in the changing landscape in the “nexus” between humanitarian and development. The IMO will be primarily responsible for the management of Child Protection Information but will also be tasked with some Education Information Management responsibilities and duties

The Government of Iraq retook most of its territory from Islamic State of Iraq and the Levant (ISIL) in November 2017 marking the end of a 3-year war. The fighting, though not completely seized even now, has not been without consequence. Loss of life and destruction of homes and basic infrastructure saw mass displacements resulting in thousands of children losing access to shelter, health care, education and protection. Over 3.2 million children aged between 3 -18 have been affected by this conflict and the aftermath.  While the most acute emergency phase has passed, there are still 2 million people displaced, in need of humanitarian assistance, at the same time significant reconstruction and rehabilitation efforts are required in areas of return.

The cluster coordination system in Iraq has played a role to ensure clear leadership, predictability and accountability in the response to the humanitarian crisis by clarifying the division of labor among organizations and better defining their roles and responsibilities within the different sectors of the response. A gradual shift from humanitarian to recovery may lead to the deactivation of the clusters at some point in 2018/ 2019. However, the need to coordinate the response efforts for both humanitarian and reconstruction partners will remain. Unlike humanitarian coordination, there are no clear guideline and accountability mechanism to the affected people, host governments, local authorities, local civil society and resourcing partners in the coordination of recovery and reconstruction and this is a major gap which can have negative consequences on a smooth transition.

As a Sector Lead Agency for Education, Child protection and WASH, UNICEF is committed to provide leadership in coordination beyond humanitarian action and is therefore in the forefront of leading discussions for a strategy and program frameworks in the nexus between humanitarian and development. Information Management is considered as a critical part of sector/ cluster coordination and collective strategic decision making in this transition period.

The post holder is responsible for building, leading and managing the sector/ cluster Information Management which will:

MAIN RESPONSIBILITIES AND TASKS

The post holder is responsible for building, leading and managing the WASH sector/ cluster Information and data Management which will:

1- Establish timely and effective data collection and management system to support sector/cluster planning and programming (overall information management strategy).

  • Work with the Cluster coordinators to develop new as well as adapt existing in-country information management approaches for collecting, analyzing and reporting sector/cluster activities and resources, and identifying information gaps.
  •   Work with the coordinators to determine priorities in information management system, and lay out strategy/ work plan to build effective information management system to support decision making and response implementation and monitoring

 

2- Establish timely and effective situation monitoring/ assessment system to identify critical needs and support evidence-based decision making

  • Ensure sector specific indicators are adequately covered in the existing Inter-agency assessment/ monitoring tools
  • Map out the available assessment tools in country to assist sector specific needs analysis, and identify information gaps
  • If necessary, develop and maintain sector specific assessment and data management tool as appropriate
  • Support the coordinators in analyzing the severity and scale of sector specific needs across the country
  • Prepare necessary analysis to inform the design of  sector/ cluster strategies to address critical needs
  • Support the coordinators in setting realistic and measurable targets for priority activities

3- Develop and maintain timely monitoring and reporting mechanism to update achievements and gaps in activities

  • Ensure the appropriate indicators and measurements are set to monitor the response achievements
  • Maintain regular service mapping including 5Ws (‘Who does What, Where, When and for Whom databases)
  • Support the estimation of spatial and temporal gaps, overlaps and coverage of the sector/ cluster response activities
  • Prepare necessary data and information for regular reporting, with focus on achievement against targets
  • Prepare dashboard/ infographic as appropriate to support information needs of sector/ cluster members

4- Facilitate timely dissemination and easy access to relevant information for sector/ cluster members and stakeholders

  • Manage flows of information and dissemination in a timely and appropriate way, including mailing lists, website, shared folders and other SNS platforms
  • Manage an inventory of relevant documents on the humanitarian situation; including a Secondary Data Review (SDR)

5- Ensure Cluster/Sectors specific IM standards and capacity to continuity is upheld 

  • Develop and strengthen information management capacity of sector/ cluster members through the training/ orientation
  • Liaise with relevant stakeholders (OCHA, UNHCR, other sectors/clusters) to exchange and analyse relevant information and caseloads. In particular, ensure that IM standards and policies as advised by inter-agency groups are followed and feedback is given on appropriateness with suggestions on possible improvements
  • Continuously review the existing information management system against changing situation and information needs, and advice any shortcoming in IM capacity to the attention of the coordinators
  • Build the capacity of Cluster/Sector specific line Ministry personnel in Information and Data Management for continuity
  • Ensure that all sub-clusters/ sub- committees and technical working groups take ownership of the IM tools and integrate these tools in the monitoring and update of their activities in their daily work

  • Excellent written and oral presentation skills;
  • Ability to work closely with the teams in a multi-cultural environment.
  • Facilitation and capacity-building skills
  • Ability to perform several tasks in a timely manner with a focus on quality
  • Communicate key messages to different audiences
  • Understanding of the logical framework approach and different types of indicators (baseline and output especially) is an advantage
  • Basic understanding of Education and Child Protection sector/ cluster activities is a great advantage

Technical Competencies: 

  • Proven technical expertise managing data and information cycle: from data collection (e.g.Who does What, Where, When and for Whom and Secondary Data Review databases), storage, and analysis for diverse datasets (e.g. datasets on needs, situation, response, coordination, funding, etc.),
  • Ability to present information in understandable, effective and visually appealing tables, charts, graphs, maps, visuals and reports (such as snapshots, dashboards, W analysis, gap analysis, etc.)
  • Perfect knowledge of the data cycle (data collection, data analysis, data interpretation and data visualization) especially for assessments and for output monitoring purposes
  • High proficiency (advanced user) in MS Excel, especially: pivot tables (perfect knowledge), table formatting, key functions and formulas such as lists, drop-down menu, V-look Up, Offset validation, graphs (perfect knowledge), etc.
  • High proficiency in MS Word, especially formatting documents, formatting shapes and text boxes, formatting graphs, etc. in order to create high quality visuals for Clusters members, donors and other humanitarian actors
  • Proven skills in using GIS and map-making packages, and in web design and software development.
  • Ability to lead assessment processes (setting indicators, suggesting data collection methodologies, sampling grids and data management tools) is an advantage.
  • Knowledge of software such as Excel Macro, MS Access, Tableau is an advantage

Languages

  • Strong ability to work in English (both oral and written)
  • local working language of the specific duty station is required (Arabic and/or Kurdish)

Qualifications:

  • University degree, preferably at an advanced level, in a subject area relevant to information management
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Formal training in cluster information management is an advantage

Experience: 

  • Minimum Two years of progressively relevant work experience in emergency response, sector/ cluster procedures and IM products. Experience with (Education, and Child Protection) sector/cluster is preferred. Familiarity with UNICEF's mandate and procedures is an advantage
  • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience
