Under the supervision of the Resource Mobilization Officer NOB and with the overall guidance of the Representative, the Partnerships Officer NOA will support the development and management of Pillar 3 (non-financial partnerships) of the Partnerships and Resource Mobilization (PRM) strategy. The Partnerships Officer NOA is specifically responsible for supporting the management of a programme consisting of three inter-linked initiatives: (a) CSR capacity building; (b) innovations; and (c) child-friendly cities.

How can you make a difference?

The Partnerships Officer NOA is specifically responsible for supporting the management of a programme consisting of three inter-linked initiatives: (a) CSR capacity building; (b) innovations; and (c) child-friendly cities.

Organizational Context: 

UNICEF recognizes that business impacts on children in a significant way and therefore aims to place children at the centre of the business agenda for social responsibility and sustainability. Traditionally, UNICEF's engagement with the business sector has focused mainly on mobilizing funds and other resources towards implementation of programmes for children. Today, UNICEF recognizes that this resource mobilization needs to be enhanced, and that business can be leveraged in other powerful ways, through corporate social responsibility, to contribute to UNICEF's mission and the global agenda for children.

The business sector directly or indirectly impacts on child welfare in many ways: through products that are consumed by children; through the services they provide that are central for child well-being; through external effects of their businesses (environmental, social, cultural etc.); through their internal organizational policies that impact on the children of their staff; and through their corporate social responsibility activities including contributing to innovations. Additionally, the fact that the corporate sector has the power and credibility to influence decision-makers and public opinion implies that their potential role as advocates and awareness raisers could be much better utilized. 

In adopting, leading and promoting the business and childrens agenda, UNICEF is focused on addressing and preventing the negative impacts while at the same time accelerating the positive impacts by business on childrens lives in the workplace, marketplace and the community.

In 2016, UNICEF Iran developed a Partnerships and Resource Mobilization (PRM) Strategy which sets out to: (1) proactively, efficiently and effectively mobilize funds for UNICEF Irans new Country Programme 2017-2021; (2) leverage other types of support such as technical expertise, innovations, human resources and convening power to advance childrens wellbeing; and (3) increase the visibility of UNICEF and its brand positioning, awareness and management in Iran through maintaining existing and developing new strategic partnerships with Irans public and private sectors. The PRM strategy responds to the Government's request for a renewed effort to expand partnerships and mobilize resources.

The PRM Strategy is made up of three inter-related pillars:
-Pillar 1: Develop, mobilize and manage partnerships with public organizations as well as Governments, Intergovernmental Organizations and UNICEF National Committees to leverage resources for children. 
-Pillar 2: Forge and manage long-term partnerships with the general public and with the private sector to leverage resources and influence for children.
-Pillar 3: Engage with business to influence their behaviours towards respecting, promoting and supporting Child-Related Business Principles (CRBP), share business expertise, and develop innovative approaches and practices.

The PRM Unit in UNICEF Iran is responsible for implementing this strategy between 2017-2021 and works closely with the Communication Unit. Together, both Units aim to increase visibility of UNICEF and its brand positioning, awareness and management in Iran through maintaining existing and developing new strategic partnerships with Irans public and private sectors.

Summary of key functions/accountabilities:

(1) Provides effective and timely professional assistance and support in developing, managing and monitoring a Corporate Social Responsibility (CSR) capacity building initiative in collaboration with the Iran Chamber of Commerce and other Iranian Chambers of Commerce and leading businesses as relevant. 

(2) Provides effective and timely professional assistance and support in developing, managing and monitoring a national innovation platform for children with the Vice Presidency for Science and Technology together with various private sector partners, academia and other stakeholders.

(3) Provides effective and timely professional assistance and support in developing, managing and monitoring a child-friendly cities initiative with the Ministry of Interior, Municipal Chambers of Commerce, business leaders, and other stakeholders.

(4) Collaborates with partners to carry out a rigorous and transparent approach to evaluation in consultation with other key UNICEF staff and partners to improve the efficiency and quality of programme delivery. Participates in annual review meetings with partners and contributes to the preparation of annual programme status reports in a timely manner, as required.

(5) Supports the supervisor in monitoring the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Takes appropriate recommendations or actions to optimize use of programme funds.

(6) Performs other duties as required.

As most functions are carried out with substantial independence in the organization of priorities and work methods, the incumbent is required to take pro-active initiatives in the application of guidelines and in deciding on some sensitive protocol matters. The type of functioning of this post and its decisions will have significant impacts on the planning and the image of the office

Education:

A university degree  is required in in one of the following areas: Business, Marketing, Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, or other relevant disciplines.

Experience:

A minimum of three years of professional work experience with the public and private sector with a focus on corporate social responsibility required.

Language requirements:

Fluency in English and Farsi (written and spoken)is required.

Technical knowledge to be acquired/enhanced:

Rights-based and results-based approach and programming in UNICEF; UNICEF programme policy, procedures and guidelines; UNICEF Strategic Plan.

Methodology of programme/project management; UNICEF programmatic goals, visions, positions, policies and strategies;  knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches; UNICEF policies and strategy to address on national and international issues, particularly relating to conflicts, natural disasters, and recovery; UNICEF emergency programme policies, goals, strategies and approaches; gender equality and diversity awareness.


Other requirements:

Knowledge of and experience with developing and managing social innovations and child-friendly cities initiative are assets.

Ability to work effectively and harmoniously in an international and multicultural environment.

Pro-active attitude and pleasant disposition.
