CARE is seeking a qualified Food Security and Livelihoods (FSL) expert to support CARE’s growing portfolio of food security and livelihoods programing, including cash activities across Syria. Currently, CARE’s core sectors in Syria are Protection, Food Security & Livelihoods (FSL), Shelter, WASH and Gender. There are over 120 CARE staff members working in hubs (Turkey, Jordan, Syria and Lebanon) across the region.
CARE have diverse food security and livelihoods programming across different parts of Syria, and which includes cash relief, skills development, small business development, agricultural recovery, livestock programming, CLSAs and market based programming including value chains projects. Programming will have a strong gender focus; working with women and men on shared control over assets and income generated, in addition to working with women on women’s centered livelihoods activities. In addition, CARE’s food security and livelihoods programming has a strong emphasis on generating and building on evidence and local analysis, and will be solidly based on understanding of value chains and the impact of the civil war on these value chains through EMMA’s and other comprehensive assessments of food security and livelihoods systems. CARE also leads an interagency livelihoods consortium, and this position will play a key role in coordinating own CARE’s programming within the scope of the consortium.
Responsibilities :

  • Provide direct technical support to Hub teams. Act as the primary provider of technical support and guidance for food security and livelihood programming in all hubs.
  • Work to create and use standardized tools and practices, including SOPs, work plans, training manuals.
  • Carry out regular Hub program monitoring visits and provide feedback that will inform and improve program design and implementation.
  • Quality review proposals and donor reports related to Food Security and Livelihoods.
  • Represent CARE Syria Country Office on Syria Resilience consortium which is chaired by CARE.
  • Provide thought leadership, coordinate evidence and learning on Food Security and Livelihoods within a multi sector collaborative approach. Enhance market based programing with lens of resilience and gender by working closely with CARE FSL teams and implementing partners. When needed support Hubs in emergency responses in Food Security and Livelihoods.

Qualifications:

  • Masters in international development, agricultural economics, nutrition or related field and significant experience in resilience/livelihood-related field
  • At least 8 years of solid experience of implementing, designing and monitoring Food Security and Livelihood programs in emergency and developmental context.
  • Experience of working in remote management settings
  • Prior experience of working in fragile context
  • Sound understanding of Syria conflict or prior experience of working in MENA region
  • At least 7 years of experience in resilience/livelihood related field, particularly in designing and implementing programing in food security, agriculture, livestock, small business development and/or cash transfers in fragile states emergency or development context.
  • At least 2 years working in consortia or multi-stakeholder or multi-country programs.
  • Past experience conducting sectoral assessments/mappings/analysis, documentation of lessons learned, best practices, and compelling write-up of results;
  • Experience in capacity building using a variety of tools;
  • A strong track record working with national partner organizations, preferably including with partner driven programming.
  • Experience in strategy, program, and/or proposal development.
  • Extensive experience working with coordination mechanisms, including the cluster system
  • Theory of change and logical framework development.
  • Technical writing.
  • Experience in Disaster Risk Response (DRR).
  • Interpersonal and organizational skills.
  • Networking and collaborating skills.
  • Presentation and communications skills.
  • Professional experience in training/capacity building.
  • Research and evaluation experience.
  • Multi-sectoral/integrated program design and implementation.
  • Advanced computer skills such as excel, PowerPoint and other analysis tools.
  • Proficiency in English language, both verbal and written;
  • Familiarity with Red Cross/NGO Code of Conduct as well as Sphere and other technical standards;
  • Demonstrated training and technical advisory skills
  • Understanding of cash programming in emergency settings
  • Ability to lead on market assessments using EMMA and other tools
  • Experience in designing and managing institutional and bilateral donors
