UNICEF Ghana in partnership with the Ministry of Gender, Children and Social Protection seeks to engage the services of an individual with skills and technical expertise in facilitating the strengthening the capacities of social welfare and community development staff of Metropolitan Municipal District Assembly in case management for children in need of care and protection including child survivors of gender based violence. Focus areas will be Ashanti, Central and Greater Accra. Consultant will be based in Accra with some field travels to other regions. This assignment will be for 10 weeks within a 7 months period. Only Ghanaian nationals are eligible to apply.

  1. Background

The Government of Ghana through its Ministry of Gender, Children and Social Protection (MoGCSP) has over the years been making good progress in creating  enabling legislative and policy environment that seek to protect and prevent children from violence and abuse It played a lead role in establishing a  National Child Protection Policy framework and in initiating the development and roll out of other initiatives including media campaigns and the Child Protection Toolkit to facilitate community engagement with the view to fostering positive behavior towards children.   

These significant progress notwithstanding some challenges still persist which tend to hamper various efforts at preventing and responding to violence, exploitation and abuse of children at a national scale. Decentralized response mechanisms at the Metropolitan Municipal, District Assemblies (MMDAs) level particularly fall short in addressing the needs of child victims of violence and abuse. In addition, a proper evidence-based and data–driven case management system at the MMDAs level with a referral mechanisms, also remains a main gap.

 

A standard paper-based system exists but is very weak mostly because there are no standardized forms, or procedures on how to report or make referral within a decentralized services delivery structure. This gap in integrated case management and incident monitoring and reporting framework does not only hinder the speedy follow up on cases of children, but also hinders policy makers in arriving at decisions which are evidence-based and in the design of effective strategies and programmes that promote  access to social welfare services.

To address this gap, UNICEF has provided support to the Department of Social Welfare to develop a Child Protection case management Standard Operating Procedures (SOPs) for children in need of alternative care. The SOPs will be reviewed and validated by the Department of Social Welfare in May 2018.

UNICEF Ghana in partnership with the Ministry of Gender, Children and Social Protection is looking to engage the services of an individual with skills and technical expertise in facilitating the strengthening the capacities of social welfare and community development staff of MMDAs in case management for children in need of care and protection including child survivors of gender based violence.

The purpose of this assignment is therefore to engage a national consultant that would support staff in a total of five MMDAs in Ashanti and Greater Accra to support provision of quality services for children through capacity development of social welfare using the new case management SOPs. At the end of the assignment, the consultant will provide a detailed report on the number of girls and boys who have been victims of violence benefitting from supported social welfare/social services and the number of girls and boys referred to health, justice, police and other services.

To accelerate the work and to meet stakeholders and donors expectations, dedicated reporting, monitoring and careful evaluation assistance is required. This involves time which is currently not available within the UNICEF Child Protection team.

How can you make a difference?

This assignment is expected to be for a duration of ten weeks in approximately seven months and is anticipated to commence in June 2018. Under the overall guidance of UNICEF Child Protection Specialist (Social Welfare), the consultant will undertake the following:

  • Facilitate the capacity building of MMDAs social welfare and community development officers on the case management SOPs for children in need of care and protection and its standardized forms.
  • Support the staff of five MMDAs to draft workplan to provide quality services for children in need of care and protection. The consultant will stay in each MMDAs for a period of three days and s/he will be expected to provide two rounds of coaching support to staff.
  • Facilitate the coordination between MMDAs and local NGOs including Residential Homes for Children to develop case files of children in need of care and protection.
  • Provide coaching and mentoring support to MMDAs Social Welfare and Community Development officers and NGO partner in case management.
  • Monitor and follow up the implementation of the workplans by MMDAs.
  • Facilitate a review meeting to document the lessons learned and good practice as well as feedback to the case management SOPs for children in need of care and protection and standardized forms.
  • Provide inputs to the Interagency Case Management SOPs for child protection and GBV.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social work or social science, child protection or other relevant fields;
  • At least 8 years’ relevant work experience, in case management;
  • Demonstrated experience in working at decentralized level through MMDAs structures is stong asset
  • Knowledge and understanding of children’s rights and human rights;
  • Excellent communication and drafting skills in English, both orally and in writing;
  • Exceptional analytical capacity and ability to pay attention to details in reporting and writing;
  • Strong interpersonal skills and experience in training and capacity-building initiatives and advisory functions;
  • Prior experience of working with UNICEF and Governments in development contexts will be an asset.
