Consultancy Skills-Gap Analysis with focus on Female Staff Mozambique Country Office (MCO)

Purpose of the Assignment: To critically assess the required skills to successfully achieve UNICEF Country Programme Strategies addressed to the multiple challenges faced by children and women in realizing their rights. This assessment will be focused on female staff members addressing key technical, functional and behavioural capacity gaps as well as training needs to perform their current function optimally and foster future career growth maintaining a balance of professional aspirations with their private life. Additionally, the office would want to benefit from this analysis in its regular HR activities, mainly recruitment, talent management, learning and development and staff wellbeing.

Methodology and Technical Approach:

  • The consultant is expected to employ relevant qualitative methods such as: surveys, individual interviews, focus groups with selected female staff, observations, narratives (individual experience & sequence) and case studies (organization, individual or group) if appropriate.   Other research methods that have helped yield findings including conversational analysis, critical discourse analyses, etc.
  • Familiarize with Mozambique culture and context; UNICEF’s approach on gender balance and geographic approach of the workforce; and UNICEF’s flexible workplace policy.
  • Design a communication strategy to inform on the benefits of the skills gap analysis and the importance of collaboration.

How can you make a difference?

  1. Activities and Tasks:

 Consultant is expected to deliver the following components:

(i)The Methodology of the skills assessment, including

 (ii) Human Resources Capacity Building Tool. 

(iii)Final Report: It is expected that the consultant includes in the report:

 Deliverables and Payments:  

1.Skills Gap Analysis Methodology

2. Qualitative and quantitative gap analysis by category and functional area showing the current level of skills and proposed level.

3. Proposal of learning and development activities as well as coaching/mentoring most appropriate to bridge the gap

4. Presenting the findings to a defined group of stakeholders, either during a CMT meeting, to the Local Learning Committee (LLC), to  the local Gender Equality Group.

5. Proposal on how to integrate the assessment of the identified skills into the regular HR activities, such as recruitment, talent mapping, learning & development, succession plans, etc.

6. Proposal to strengthen staff wellbeing activities using resources, tools and materials available as well as potential recommendations ways of promoting work-life balance enforcing UNICEF’s policies.

Fees and Payment schedule

The proposal should be based either on deliverables or on working days which would have to be attributed tentatively to each deliverable.  The consultancy fee shall be paid in three equal installments, only upon approval of relevant pre-established deliverables.

Management and Supervision:

Throughout the assignment, the consultant is expected to work closely with the Chief of Operations/Human Resources Specialist in consultation with Gender Specialist and UMOSA Excom to validate pre-defined milestones in each of the key components.  All documentation related to the assignment shall remain the sole and exclusive property of UNICEF.

Academic Qualifications;

  • Advanced university degree from an accredited academic institution preferably in Human Resources, Organizational Behaviour and /or Development, Training and Development, or a similar discipline

Work experience:

  • At least 10 years of in depth experience in conducting competency analysis, conceptually and with hands-on assessment as well as experience in talent management / development and training activities; at least 8 years of relevant experience with gender an equity issues in HR management.

Language Skills:

  • Proficiency in English and Portuguese written and oral

Conditions of Work:

Work is mostly home-based.  The consultant is expected to travel to country office to meet with stakeholders and present progress.

Working level contacts are expected to be mostly over skype and phone conversations.   Transportation will be booked and paid for by UNICEF on behalf of the consultant, and meal and accommodation expenses will be paid to the consultant according to UNICEF travel regulations.

  1. Evaluation Criteria

The selection of the consultant will be based on a “best value for money” principle.  Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided.  The office shall select the individual considering both the technical appraisal and proposed cost/fee. The technical evaluation criteria are stipulated below.
