Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

UNOPS provides operational support services to OPCW in Syria since 2014.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional competencies

Within limits of delegated authority and under direct supervision of the Project Manager, and technical supervision of UNOPS ICT Specialist in the UNOPS Operational Hub in Amman, the Information Technology Associate, is responsible for the following duties:

  • Participates in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities, including assistance in the monitoring of website functionality, security and performance. 
  • Develops, tests and implements simple computer application systems and programs using established standards for IT technologies, programming languages and tools. 
  • Serves as team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaises with users to define and specify requirements;  assists in the execution of annual UN system surveys and the generation of statistics;  provides guidance and support to submitting organizations in database administration, data cleaning, error reporting and validation, problem solving, Questions/Answers, application and data maintenance, final report building and analysis, versioning and publishing. 
  • Installs computer application systems software and hardware according to specifications; monitors computer applications systems using appropriate monitoring tools and produces monitoring reports. 
  • Prepares technical and user documentation for deployed computer application systems, as well as training materials and conducts technical presentations. 
  • Maintains functional specifications for computer application systems, programs and procedures developed and/or modified, including open source modules evaluation and determination when custom development is required to meet current and future needs
  • Provides support for deployed computer application systems including version management, data recovery and deployment to users’ offices; performs ongoing reviews with users and developers and responds to users requests.
  • Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. 
  • Serves as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. 
  • Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions
  • Provides guidance to staff in the IT unit.
  • Optimal quality services ensured by maintaining ownership of all reported problems until appropriate resolution is reached and communicated to the person reporting the problem.
  • Support to desktop operating system, standard Windows software, and various UNOPS customized systems
  • Ensuring of management awareness of problems that are severe in nature or that are exceeding documented targets.
  • Maintenance of user and computer accounts and mail account setup to ensure appropriate control of the access to organizational data
  • Proposal of tools and methods for improving the desktop working environment.
  • Maintains the satellite communication systems with the assistance of UN Peacekeeping Missions’ technical specialists.
  • Maintains and programmes VHF communications systems.
  • Performs other duties as assigned.

3. Monitoring and Progress Controls

The incumbent will work under the supervision of the ICT Specialist in UNOPS Hub in Amman.


Education

  • Bachelor’s degree in telecommunications, computer science, information systems, electronic engineering or other related field.
  • Certification from Microsoft and/or Cisco is an advantage.

Experience

2 years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area.
