Context of the position

Humanitarian issues faced by the population

• Isolated population, vulnerable to natural hazards and climate change

People living in south pacific islands are particularly vulnerable to natural disasters. The geographical dispersion of the islands, the lack of information on natural hazards, the lack of access to basic disaster response materials, and the difficulties in logistical supply are the major problems in this context.

• An unresolved ethnic conflict

Solomon Islands have mostly been affected by a period of strong ethnic tensions between 1999 and 2003 with the populations of Malaita and Guadalcanal stemming mainly from land rivalries. This conflict caused the death of hundreds of people and displaced 20,000 others. The causes of conflict are nevertheless still unresolved and animosities persist between people of the two islands. Although the situation is now peaceful, the country still awaits the peace and reconciliation and tensions may resurface sporadically.

FRC activities today

The FRC delegation in Solomon Islands is currently composed of a head of delegation two heads of projects, supported by an administrative, financial, and logistics coordinator. The delegation is based in Honiara, Solomon Islands’ capital city, on the island of Guadalcanal.

Currently, two projects are underway:

  • « Supporting community planning: reducing vulnerabilities of communities exposed to natural disasters by implementing DRR and WASH mitigation measures » May 2015 – April 2018: This project aims to strengthen vulnerable communities’ capacities to cope with natural disasters impacts by implementing DRR and WASH mitigation measures in Savo and Guadalcanal province. This project will administratively end in October 2018, but activities will end in June 2018.

  • « Together Becoming Resilient – Supporting Community Planning for More Resilient Solomon Islands » - February 2017 – August 2018. This project aims to improve communities’ and schools’ resilience towards natural disasters in the Solomon Islands and reinforce the provincial and national disaster management framework. This project will end in October 2018.

From June 2018, the delegation will be composed of one head of project and one support coordinator acting as head of delegation. The activities will scale down from June 2018. The delegation will close in December 2018, after the final implementation of the last project.

The position

Complying to and applying the principles of RC/RC movement (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), and under the authority of the head of delegation based in Honiara, the logistician officer will:

  • Manage the logistics department supported by the FRC in the Solomon Islands Red Cross Society (SIRCS)
  • Manage the logistics close down of the FRC delegation

Line management:

She/He works under the direct responsibility of the head of delegation of Solomon Islands.

She/He is responsible hierarchically of:

  • 1 logistician officer, one logistic assistant and 2 drivers (SIRCS)

She/He collaborates:

  • Internally with FRC project manager, the finance officer and manager of SIRCS ;
  • With FRC headquarters: Desk logistics, HR, and donors departments ;
  • Externally with administrative authorities of Solomon Islands, suppliers, and other organizations.

Task and responsibilities:

In close collaboration with the logistics departments, he/she is responsible for:

1- Logistics coordination

2- Procurement management

3- Equipment and IT management

4- Stocks management

5- Fleet Management

6- Transport management

7- Logistics capitalization & reporting

8 - Contribute to strengthen the capacity of partner national society in logistics matters, in collaboration with movement partners (ARC, IFRC ...)

9 - Human resources management

He/she will be responsible for internal reporting (FRC and partners) and external reporting (donors, local authorities) in logistics and general coordination.

Profile of the candidate

Skills:

  • Logistics profile
  • More than 2 years of international experience, if possible within the Red Cross Movement
  • Experience in logistics management of a delegation in an international organization
  • Knowledge of FRC procedures strongly desired
  • Knowledge and/or experience of program donors (USAID, ECHO, EuropeAid,) strongly desired
  • Good knowledge of Office package (Word, Excel, PPT, Internet, etc.)
  • Experience in team management

Education:

  • Humanitarian logistics

Language proficiency:

  • English: read, spoken, and written (working language with the SIRCS)
  • French is an asset

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
