  1. Background:

     

The Madad Water, Sanitation and Hygiene (WASH) programme for refugees from Syria and Lebanese host communities is funded by the European Union Regional Trust Fund in Response to the Syrian Crisis (EU-MADAD) and created by the Norwegian Refugee Council (NRC) in consortium with Gruppo Volontariato Civil (GVC), Oxfam and World Vision (WV). The programme aims to contribute to effective and sustainable multi-level water governance in crisis affecting Lebanon.

         2. Role Summary:

The role of the Monitoring and Evaluation (M&E) is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

The position holder will be responsible to ensure that M&E systems are consistently integrated and implemented throughout the consortium programme activities. He/she will support the design of standardized MEAL processes and tools in coordination with all partners. This will involve: creating, developing, and supporting partner programme teams to use M&E systems to collect, aggregate and analyse data; and playing a key role in ensuring that the reporting needs of key stakeholders are met.

Generic Responsibilities:

  1. Adhere to NRC policies, guidance, and procedures.
  2. Support and contribute to the development and implementation of M&E systems, including M&E procedures, guidance, and tools.
  3. Participate in programme design and proposal discussions, including theory of change development, log frame design, and budgeting for M&E.
  4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment, or review.
  6. Contribute to learning through supporting specific analysis, lessons learned and reports; and coordinate for implementing best practices.
  7. Build the capacity and train related partners and provide technical support to ensure proper development and standardization.
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific Responsibilities:

  • Design and develop methodologies and tools related to planning and monitoring, evaluation and capitalization of lessons learned, and accountability and reporting; and ensure that they are age/gender sensitive taking into account refugees’ accountability.
  • Ensure that each project has an M&E plan in place and consolidate all M&E plans into an M&E overview for the programme area to be shared with Country Office management.
  • Provide support to develop M&E elements of donor proposals and reports including provision of monitoring plans, project data, and progress reports.
  • Conduct regular field visits in coordination with partners to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
  • Lead the process of baseline, mid-term, and final evaluations and management responses.
  • Monitor reports deadlines and support consortium management with the preparation of donor reports to ensure compliance with key programme indicators and objectives.
  • Support the measure of project impacts and collection of vignettes with partner communication teams.
  • Support in the development of improved information management systems within the consortium.
  • Organize and chair regular M&E working group meetings and disseminate the minutes.
  • Provide advice on institutional donor requirements and NRC, donor, country and international standards e.g. Sphere, CHS and HAP standards, WHO recommendations, etc.
  • Promote the principles and practices of beneficiary accountability to partner staff, providing training and coaching in beneficiary feedback and other good practices, as required.

Critical Interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Partner Project Managers
  • Partner Technical Advisers
  • Partner M&E staff 
  • NRC Advisers (Regional and Head Office)

        3. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional Competencies:

  • Bachelor degree in Economics, Political or Social Sciences, Quantitative or Statistical Analysis, or any other relevant field
  • Minimum 3 years of relevant M&E experience in a professional environment, preferably in an emergency or post-conflict setting
  • Experience with and knowledge of current approaches to M&E in relief and development programs
  • Understanding of data and information needs for program management and decision-making
  • Demonstrable experience participating in assessments or surveys in Arabic
  • Experience with both quantitative and qualitative methods; this should include survey development, facilitating KIIs and FGDs, and basic data analysis (desirable)
  • Experience in survey coding using Kobo or ODK (desirable)
  • Experience with SPSS, STATA, Power BI or R (desirable)
  • Expertise within the related NRC core competency (WASH) is an asset
  • Fluent in Arabic and English, both spoken and written
  • Ability to translate concepts into Arabic in required
  • Proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
