Swedish Committee for Afghanistan (SCA) has been present in Afghanistan since the beginning of the 1980s. With over 5 000 Afghan employees it is one of the largest organizations in the country. SCA is presently managing development programmes linked to Strategic Objectives within Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million.

In Afghanistan, close to 70 000 children go to schools run by SCA. Over two million people access medical care each year at clinics and hospitals run by the organization. Nearly 3 000 children and adults with disabilities receive special education.

In recent years, SCA has moved from being a mainly humanitarian organization to more emphasize on capacity development for individuals and organizations related to our development programmes, and their capacity to advocate for their rights. SCA provides support to a number of civil society organizations.

SCA activities are based on a Rights Based Approach – to satisfy hunger and live with dignity is a right, not a gift. SCA emphasizes that women have equal rights and should have the same opportunities as men. Through our programmes we support the empowerment of women.

SCA operates in 14 provinces in Afghanistan, and contributes to stability in an unstable country. The programmes are predominantly implemented in rural areas. In Sweden SCA has around 20 staff at the office in Stockholm, and about 4 000 members organized in local chapters across the country.

For more than 35 years SCA has been present among those in Afghanistan with the greatest needs; despite war and conflict. SCA has decided to stay as long as needed. 

 

Internal Audit Unit 

Internal Audit is an independent, objective assuror and consulting activities assigned to add value and improve SCA’s operations. It brings a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. The  Unit reviews the reliability and integrity of information, compliance with policies and regulations, the safeguarding of assets, the economical and efficient use of resources, and established operational goals and objectives. The unit reports directly to Country Director of SCA in Afghanistan and has a dotted line to the Secretary General. The Internal Audit Unit has five staff members, Internal Audit Manager, Senior Internal Audit Advisor, and three Internal Auditors. 

The following are the objectives of the unit: 

  • Providing independent assurance that SCA’s risk management, governance and internal control process are operating effectively
  • Protecting the organization against waste, fraud, and inefficiency
  • Contributing to accuracy and reliability in accounting and operating data
  • Reviewing systems and processes in order to make sure that accounting record is accurate and complete
  • Review SCA procedures and manuals in regard to risks and suggest improvement in line with internationally accepted standards.
  • With the help of risk analysis, identifying, evaluating and responding to potential risks that may impact the achievement of SCAs objectives.
  • Securing compliance with policies of the organization and management decisions
  • Coordinating the work of Internal Audit unit with External Auditors. 

The scope of internal auditing extends to all aspects of organizational operations and beyond fiscal boundaries, and may be as broad or as restricted as required to meet management need

 

 Scope of Work

 The Senior Internal Audit Advisor will support and train the Internal Audit staff with the aim to strengthen their ability to work in a strategic and proactive way. S/he will build their capacities within relevant processes, methodology, risk analysis, risk management, internal control and efficiencies in operations. S/he will also engage directly in the analysis of processes and risk identification, and contribute to improvements and developments of policies, procedures, manuals and approaches.The assignment involves recurrent travels within Afghanistan, primarily to SCA Regional Management Offices (RMOs).

 

RESPONSIBILITIES: 

As the Senior Internal Audit Advisor, you will guide the team and participate in the entire audit process including everything from planning and implementation to monitoring by:

  • Building the capacity of the audit team
  • Reviewing and updating Internal Audit methodologies, processes and tools
  • Carrying out awareness raising sessions among staff in how to identify and mitigate risks associated with SCA operations
  • Carrying out audit assignments and developing findings
  • Contributing to implementing SCA’s anti-corruption policy, including carrying out awareness raising sessions in identifying and reporting corruption.
  • Undertaking assignments on forensic audit
  • Reviewing SCA policies and manuals and provide recommendations for improvement
  • Contribute to developing SCA’s harassment free workplace policy and its implementation

 

Entry Requirements: 

Qualifications

  • Relevant university degree at masters’ level
  • At least 5 years professional experience of internal audit 

  Essential competence

  • Knowledge of accounting or internal control work under current regulations such as International Financial Reporting Standards (IFRS) or experience in risk management, audit or controller work.
  • Excellent command of spoken and written English
  • Proficiency in Microsoft office
  • Previous experience from Afghanistan or a similar environment 

Desired competence

  • Experience in managing operational consultant or projects
  • Being an IIA certified Internal Auditor
  • Certified Fraud Examiner (CFE)
  • Have participated in HEAT-training
  • Knowledge of Dari and/or Pashtu

Contract period: 2 years with an initial 6 months probationary period
