Overall purpose of role 
Reporting to the Wash Coordinator, this position will provide day to day supervision of Water Engineering activities and direct line supervision to the assigned WASH team at Kibondo. This includes responsibility for all WASH activities assigned under their control, including Sanitation and Hygiene. 
 
The Water Engineer will represent DRC in regard to all WASH activities under their control to all stakeholders and will be required to attend all relevant meetings in this respect.  The managerial function will be executed to ensure the highest quality standard directly in line with Sphere Standards. 
 
Key Responsibilities 
  • Provide technical advice/assistance to Wash Coordinator for the development of water and sanitation sector in the Camp. 
  • Prepare water supply and sanitation projects/programs 
  • Provide insight to Logistics Department in terms of technical follow-up of WASH procurements  
  • Develop programme monitoring tools and BOQ’s 
  • Quality control and site monitoring ensuring that services are according to SPHERE standards 
  • Programme monitoring as per expected outputs and outcomes 
  • Prepare and present donor and management reports to wash Coordinator. 
  • Contribute to grant proposals in areas of constructions 
  • Directly supervise WASH Construction activities 
  • Continuously update project documentation and files 
  • Other relevant duties as directed by the WASH Coordinator. 
  • Participate in WASH coordination meetings 
  • Coordinate with donors through the wash coordinate on designs 
 
Reporting Arrangements 
The Water Engineer reports to the WASH Coordinator.

Conditions 
Availability:     Immediately 
 
Duty station:    Nduta Camp, Kibondo, Tanzania 
 
Contract:    In accordance with DRC terms for national staff in Tanzania 
 
Experience and Technical Competencies:    
  • Advanced university degree or equivalent experience in Environmental Health, Water, Civil Engineering, Hydrogeology, or Water/Sanitation Engineering, or other related field.   
  • At least (3) years’ experience in WASH program management including planning of water systems, including deep borehole systems with NGOs, UN, Government or similar organizations  
  • 2 years of proven experience in large scale WASH infrastructural project management.  
  • Proven technical expertise in area of WASH assessment including surveys, programme implementation, monitoring and evaluation and coordination is required.
  • Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH.  
  • Proven technical expertise in the area of WASH assessment including survey, programme implementation, technical design, monitoring and coordination. 
  • A good communicator and proven diplomacy with all types of stakeholders  
 
Languages  
•    Fluency in spoken and written English
