Background Information - Job-specific

UNOPS (Pristina Project Centre) has a portfolio of projects that include infrastructure, project management support to partners and management of partner personnel projects with UN agencies in the region.

The infrastructure component relate to the EU funded IBM Project, whereby three common crossing points will be constructed through a direct grant modality from the EUoK to UNOPS PRPC. The scope of works on this project includes the management of the design development stage and then the construction stage with several contractor/s for the construction of the three common crossing points.

The Partnership Development Consultant will assist the Head of Office in performing functions of fundraising, stakeholder management, donor and client liaising, business document preparation, business acquisition, public relations and outreach. The incumbent will support the Head of Office in formulating and implementing business development and communications strategies to promote UNOPS services to key external parties within the country and regionally.

Under the overall guidance and direct supervision of the PRPC Head of Office and, and in close coordination with the Regional Office and the Partnerships Practice Group, the Partnership Development Consultant will be responsible for developing and implementing the partnership development plan for UNOPS Pristina Project Centre.

1.     Development and implementation of an integrated business development strategy:

Provide in- depth evaluation of economic, political, social and other relevant reports to assess potential business opportunities and if needed submit analytical reports on outcome and proposals for action;

Identify potential markets and partners to pursue new/ repeat business opportunities (facilitate assessments of partner needs, UNOPS comparative advantages, and partner survey analysis, among others);

Active marketing and promotion of UNOPS services by building a network of key partners, keeping abreast of market, donor funding, social, economic, and political trends in the region;

Maintain close coordination of business development/ external relations activities with relevant organizational stakeholders;

Contribute to/ draft business development strategy and its updates of UNOPS Kosovo Office.

2.     Effective business acquisition and growth, focusing on achievement of the following results:

Creation and harmonisation of partnerships with governments, country and donors ‘offices, and IFI’s to identify and pursue business opportunities within UNOPS geographic and thematic scope, initiating the necessary associated arrangements;

Actively participate in the identification, formulation and negotiation of new projects and programmes;

Develop high quality, solicited and unsolicited concept notes, expressions of interest, bids and project proposals that are consistent with UNOPS mandate and strategic goals;

Support the supervisor in negotiating the most cost- effective and mutually beneficial terms for UNOPS services with prospective clients and partners;

Train and develop business and partnership competencies of UNOPS personnel.

3.     Support expansion and strengthening of strategic partner base:

Support the development and distribution of marketing, communication and partner relationship management materials;

Close interaction with operations staff to share information and knowledge; and to provide proactive support and follow- up in building and maintaining effective partner relations;

Develop and manage partner relationship management intelligence; and

Assist partners I adapting/ formulating project ideas/ project proposals in accordance with UNOPS business patterns and practices;

4.     Promote efficient client services and organizational work ethics and culture, focusing on achievement of the following results:

Focus on clients’ services, keeping them informed of the status of programme and project development activities. Oral and written period reports.

Active interaction with clients to solicit feedback and gauge client satisfaction.

Interaction with internal clients to integrate and harmonize approaches.

Represent UNOPS in negotiations, meetings and follow-up with donors, governments, clients an others, including calculating and justifying the cost of UNOPS services;

Develop and implement strategies and procedures for improving client relations and services; actively pursue business development opportunities;

Demonstration of professional and personal ethics, transparency and openness to encourage respect and similar behaviour from colleagues.

5.     Provide support to knowledge building and knowledge sharing, focusing on achievement of the following results:

Synthesis of lessons learned and best practices;

Sound contributions to knowledge networks and communities of practice;

Provide technical guidance and on the job training to ensure work standards are achieved, both in terms of quantity/ quality of input/ output processed;

Organization and conduct of training for the programme/ operations/ project staff.

Perform any other related duties as required and assigned by the supervisor.


Education/Experience/Language requirements

Education

  • A Master’s degree in International Development, Economics, Business Administration, Public Administration, Marketing, Management or related field is required.
  • A first- level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • Minimum five years of relevant professional experience including at least three years in the area of business and project development. Candidate with bachelor require having two years additional experiences.
  • Experience in business development, resource mobilization and partnership building;
  • Thorough knowledge of South- South and Triangular Cooperation including its mechanisms and strategies as well as interregional and trans- boundary cooperation.
  • Experience in conducting needs assessments, leading focus groups, analyzing data and translating into programme design;
  • Strong analytical business background required;
  • Good knowledge of the situation and challenges for development assistance projects in Kosovo and Albania;
  • Good knowledge of the National and UNs planning processes.
  • Proficiency in the use of computer applications, including MS Office (MS Word, Excel and PowerPoint), use of database, research and spreadsheet applications for analysis is required.

Languages

  • Fluency in written and oral English is required.
  • Fluency in written and oral Albanian or Serbian language required.
  • Fluency in one or more additional official UNOPS languages is an advantage.
