Both the CITO’s ICT vision and DFS Field Technology Framework recognize that the fragmented development practices of the past have led to disparate duplicated systems that are practically impossible to integrate. ICTD/DFS will continue identifying opportunities to simplify the application landscape by consolidating the applications around centralized standard platforms and solutions. Historically many missions developed local solutions using various platforms. A comprehensive assessment and analysis of all mission specific applications will produce a roadmap to retire, replace or migrate those applications into standard approved solutions and platforms.The role of the Information Systems Associate is to be capable of analyzing a wide range of applications, perform reverse engineering for the design of existing ad-hoc applications, perform data migrations and develop replacements when required. A broad knowledge of platforms, database systems and programming languages is essential for this position.

Functional Responsibilities

Under the overall supervision of UNOPS Senior Programme Manager and UNOPS Technical Manager and the direct supervision of the DFS/ICTD Business Solution Manager, the Information Systems Associate, will be responsible for the following duties:

  • Analyse application design and architecture and reverse engineer legacy applications to identify a suitable replacement among existing enterprise and centralized systems;
  • Develop web interfaces for Lotus Notes applications;
  • Develop applications to replace legacy ones using agile and DevOps practices;
  • Build canvas and model-driven cloud-based apps to replace legacy applications and business processes;
  • Migrate historical data to enterprise archiving platforms;
  • Maintain and keep up-to-date the inventory of field mission applications and provide dynamic and ad-hoc reporting; and,
  • Perform other duties as required.

Education/Experience/Language requirements

Education:
  • The minimum education requirement for this position is a High School Diploma or equivalent.
  • A Bachelor’s or Master’s degree in Information Technology, Computer Science, Information Systems, Mathematics, Statistics or related field may be considered in lieu of experience.
Experience:

Required

  • Minimum 6 years of progressively responsible professional experience in the fields of ICT, Information Systems, or other related fields.
  • Minimum 3 years experience in business analysis and reverse engineering of legacy applications.
  • Minimum 3 years experience in software development and programming languages.
  • Minimum 2 years experience in data migration across platforms.
  • Minimum 2 years experience with SQL databases and other database types.

Desirable

  • Working experience in developing with Python, Java, Javascript, .Net, IBM Xpages.
  • Working experience in Lotus Notes databases design.
  • Working experience in analytics and business intellegence tools.
  • Good level of knowledge of Agile and DevOps practices.
  • Good level of knowledge of MS PowerApps and MS Sharepoint, MS PowerBI.
  • Good level of knowledge of cloud-based application development, preferably in MS Azure and AWS.
Language Requirements:

  • English and French are the working languages of the UN. For this job opening, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.
