Context:

Under the direct supervision of the Chief of Mission (CoM) and in technical coordination with the relevant Regional Thematic Specialists (RTS), the successful candidate will be responsible for the overall management, oversight and coordination of the three year European Union Emergency Trust Fund (EUTF) project focusing on health, protection of vulnerable migrant children and capacity building of Office for the Relief and Assistance of Refugees and Displaced Persons (ONARS).

The project aims to support the four priorities of the Global Compact for Migration, namely: 1) to protect the rights of migrants; 2) facilitate safe, orderly and regular migration; 3) reduce the frequency and effects of forced and irregular migration; and 4) address the consequences of natural and man-made disasters for mobility.

If Djibouti has the capacity to better manage mixed migratory flows on its territory and to provide assistance to refugees, migrants and host populations, this will reduce physical and socio-economic vulnerability migrants, refugees and host populations and will prevent social tensions around sharing and access to basic services. An appeased management of mixed migration will also reduce secondary movements.

Recognizing the significant weight of mixed migration on Djibouti, the project will support the host country in the sectors most affected by the weight of migration via sustainable actions. In order to help the country better manage mixed and complex migration and which should continue, the project also considers ways to strengthen the institutions involved in managing Page 1 / 4migration on the basis of respect for human rights.

Core Functions / Responsibilities:

1. Oversee the management of the project, including staffing for and the financial management of the project. Ensure implementation in a timely manner, and backstop administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements. 2. Supervise and conduct the overall development and implementation of the project modalities. Monitor project progress, specifically aimed at increasing effectiveness and take appropriate action. Draft project documents and budgets, develop strategic planning on all technical matters concerning the project, and maintain project oversight throughout the lifecycle by developing and implementing work plans and activities schedules.

3. Supervise and provide guidance and assistance to all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities. Monitor professional development of staff and recommend training as required.

4. Establish, strengthen and maintain strong partnerships with Government entities, implementing partners, UN agencies and other stakeholders.

5. Prepare or ensure timely preparation and submissions of all project reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, visibility materials and other relevant materials.

6. Identify new project opportunities in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy. Justify project possibilities, review country activities and recommend programme improvements.

7. Represent IOM at relevant seminars and meetings, as well as events aimed at promoting IOM and the EUTF project’s image and activities.

8. Undertake site visits and duty travel as required.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in project coordination, including in the areas of migration health, migrant assistance, child protection, and capacity building for local authorities; • Demonstrated ability to supervise, manage staff and activities at an operational level; • Experience managing projects funded by the European Union;

• Experience in project formulation, management, implementation and evaluation; • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Experience with financial monitoring;

• Good knowledge of internal and international migration issues;

Page 2 / 4• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;

• Good level of computer literacy;

• Experience with working as part of and managing of a multi-cultural team;

• Knowledge on East and Horn of Africa is an advantage.

Languages

Fluency in English and French is required.
