The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Myanmar

We established our country programme in Myanmar in 2008. Our goal is to help the most vulnerable people, regardless of political, religious, or ethnicities. While the country works toward peace, displacement continues as a result of ongoing conflict, inter-communal violence, and frequent disasters.

During 2017, we helped 167 577 people through shelter, school construction, water, sanitation and hygiene services, civil documentation, youth education and camp coordination.

All of our activities are managed from seven field offices within the Southeast Region, Kachin and Rakhine States.

About the position

The Grants Manager will contribute to achieving high quality programming by ensuring effective grants management including, compliance requirements, reporting, timely and quality proposal development, and internal and external communication. The Grants Manager ensures that NRC programme/support teams are fully informed of relevant donor compliance regulations and NRC procedures, manages donor and other external reporting, and coordinates grant revisions. He/she also supports donor communication by ensuring effective channels of internal and external communications relating to grants are established and respected. Last but not least, the Grants Manager supports development of proposals and opportunity identification, as required.

The following is a brief description of the role:

  • Adherence to NRC policies, guidance, and procedures;
  • Support overview and maintenance of all grants, donor requirements, rules and regulations, and internal and external deadlines;
  • Support the development of donor applications and reports, as well as ensuring donor compliance and quality control;
  • Contribute to the development and revision of funding proposals, budgets, and donor reports;
  • Be updated on donor priorities and track and share relevant calls for proposals;
  • Contribute to continuously improve internal grant management systems;
  • Provide an internal help-desk on donor related issues, including donor rules and regulations, as well as proposal and report writing;
  • Coordinate the development and distribution of internal reports;
  • Contribute to PCM procedures and usage of the NRC PCM framework in the Country Office, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM;
  • Represent with relevant partners and donors, as delegated by the Head of Programmes;
  • Promote the rights of IDPs/returnees in line with NRC’s advocacy strategy.

More specifically will the Grants Manager have responsibility for proposal development, due diligence assessments and agreements, grant agreements, donor reporting and monitoring, donor compliance and general administration.

Our ideal candidate

We are looking for a professional Grants Manager with at least 4 years of experience in the related field, and former knowledge of grants management and good understanding of donor rules and regulations (e.g institutional humanitarian and development donors).

Other competencies and experiences required for this position includes:

  • Experience working in complex/ insecure environments and with displaced populations;
  • Proven skills and experience in report and proposal development and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Staff capacity-building experience;
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • Good communication and interpersonal skills;
  • Strong organisational and team working skills;
  • Good cultural awareness and sensitivity;
  • Ability to work under pressure, independently and with limited supervision;
  • Ability and willingness to work/live and be mobile under difficult circumstances;
  • Excellent written and oral communication skills in English;
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;
  • Above average computer skills, particularly in Microsoft Windows Word and Excel;
  • Holds self accountable for making decisions, managing resources efficiently, holds the team and partners accountable to deliver on their responsibilities.

Contract period: 2 years

Salary/benefits: According to NRC’s general directions

Duty station: Yangon, Myanmar, with 30% travel

Start date: August 2018

All international staff working and residing in Myanmar are obliged to pay income tax to the Myanmar authorities. Approved health certificate will be requested before contract start
