UNICEF is looking for a seasoned professional for the consultancy assignment of Training of government partners at the regional and federal level; Organizing consultation workshops; Tabulation/ analysis of data and interpretation of data, Collecting, digitizing and structuring information collected for the SitAn. Purpose: Statistician and knowledge management consultant, for National and Regional Equity Situation Analysis (SitAn) 2019, Training of government partners at the regional and federal level; Organizing consultation workshops, Tabulation/ analysis of data and interpretation of data Collecting, digitizing and structuring information collected for the SitAn. 

How can you make a difference?

The regional situation analysis briefs will be updated with an equity lens. The regional situation analysis report will be updated using as reference all relevant recent surveys, studies and evaluations. Useful evidence will be extracted from these various references to analyse the situation of children and women in Ethiopia.

 

The updated situation analysis will also be making references to sector specific development plans (Health, WASH, Nutrition and Education), child policy, Convention on the Rights of the Child (CRC), Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW), Growth and Transformation Plan (II) and the Sustainable Development Goals. Throughout the development of the situation analysis, MoFEC and all other relevant sectors will be consulted during important steps (inception, first draft report, identification of recommendations and action plans) of undertaking the analysis.

 

Based on the indicators or data that will be identified after consulting with the steering committee and the reference group for the SitAn within UNICEF, the consultant should generate disaggregated data by regions, age, gender, wealth status or other profiling variables as required. The consultant may be required to do simple bivariate or multivariate analysis. Data sources include but not limited to EDHS, HCE, WMS and Child Labour Survey Data.

 

Working in close consultation with UNICEF, the consultant is responsible to support the write up of the regional and national SitAn. The consultant will also be responsible for organizing training workshops at the federal and regional levels. In addition, the consultant will be responsible for collecting all information used in the analysis or other useful resources and systematically store in hard and soft copy for easy reference for users.

 

The specific tasks to be performed include but are not limited to the following:

Methodology


The situation analysis report and the regional summary reports will be based on secondary data analysis. It will be also based on reviewing, technical editing (writing) and synthesis of various reports that will be used as input for updating situation analysis report. There will be many consultations with MoFEC and sector ministries for synchronization with sector/regional level development plans and validation of the recommendations and action plans.

 

Based on research questions identified in consultation with the steering committee members and UNICEF reference group, the consultant will be responsible to identify the most appropriate statistical analysis. SPSS and STATA are the preferred software packages to be used for the analysis. The consultant will be responsible in supporting UNICEF in the identification and acquisition of data sets for the secondary data analysis. The consultant will also be responsible for examining the data sets, conduct diagnostic analysis and interpret results. Throughout the undertaking of the situation analysis until the finalization of the report, the consultant will be collecting all data and information in a structured manner in a way it can be easily used as a future reference. The consultant will be using UNICEF’s share point for documenting information.

 

Expected Deliverable 

  1. A time-frame with a plan of activities by August 15, 2018.
  2. List of information data needs and relevant datasets September 7, 2018.
  3. Tables, syntax files and with brief interpretation of the results by October 30, 2018.
  4. Workshop and training reports by December 15, 2018.
  5. Training materials and PowerPoint presentations by January 15, 2019.
  6. Structured documentation of the all references in soft copy by January 15, 2019.

To qualify as an advocate for every child you will have:

  • An advanced university degree (Master’s or higher) in the statistics; economics or related relevant fields;
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of FIVE years of relevant professional experience in research and other relevant fields.
  • Proven knowledge and skills on quantitative analysis; good knowledge of STATA/ SPSS;
  • Proven experience in knowledge management and writing analytical papers;
  • Excellent facilitation and coordination skills and excellent analytical skills;
  • Proven ability to deliver quality reports/analysis and results in line with established deadlines.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
