Consultant: System Development of the Sustainable Development Goals (SDG) Website (5 months)

The purpose of this assignment is to design and develop the system for the Philippines Sustainable Development Goals (SDG) website/portal. The consultant’s main task will be to propose, develop and implement an SDG portal which will contain all SDG-related events, activities, projects, meetings and materials in a simple organized manner.

Major Tasks

  • Requirements Gathering
    • Liaise with NEDA SDS and ICTS and other relevant agencies to understand users’ needs and identify corresponding user interface requirements, workflows and functionalities
    • Carry out other relevant web-related tasks as requested.
  • Website Development
    • Create wireframes, storyboards and prototypes to propose options for implementation
    • Develop corresponding user interface components (web templates, style sheets, scripts, images, etc.) as needed.
    • Gradually develop guidelines for consistent web design, in collaboration with NEDA-ICTS personnel.
  • Technical Support
    • Develop a user manual and provide trainings for the support staff and system administrators to perform content upload, system maintenance and administration
  • Documentation
    • Source code handover: Full source code including all developed libraries shall be handed over to NEDA and are NEDA property.
    • Maintain an inventory of deliverables and always deliver all source elements to allow the NEDA-ICTS to maintain them
  • Support and maintenance
    • Support and maintenance: administrative and technical support, quality control for a period of 6 months.

Qualifications and Competencies of Successful Consultant

  • Bachelor’s degree in any relevant field.
  • Previous relevant experience in using different Content Management System.
  • Has a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including use of HTML5, CSS3, Java and other responsive programming/scripting languanges.
  • Has excellent knowledge of recent trends in graphic design, web sites, including online video publishing and social media networking.
  • Demonstrate the ability to create innovative and visually appealing design.
  • Candidates should provide a portfolio containing examples of their achievements.
  • Candidates should demonstrate their qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment.
