UN VOLUNTEER DESCRIPTION OF ASSIGNMENT JAMR000031--UNICEF Youth Advocate for Monitoring and Evaluation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

Jamaica is a Caribbean country with good living conditions. There is no problem of water and electricity supply. Housing conditions are of varying quality depending on the area. Travelers to Jamaica are advised to take normal security precautions required in larger cities and will receive a security briefing upon arrival to note areas to avoid.

Jamaica has a rich and diverse culture blended from around the world. The official language of Jamaica is English; however, one is most likely to hear the local dialect, Patois. There are a number of international franchises and established local companies that will find the right accommodation for expatriates. Colleagues in the international community are also a good reference point for housing and other related services. Jamaica has over 16 public and six private hospitals located around the island.

Jamaica offers excellent food and dining options from casual dining experiences to fine restaurants.

Kingston is the capital and largest city of Jamaica, located on the south eastern coast of the island facing a natural harbour. This is 22 Jun 2018 Page 1 of 5 where UN agencies are based and where the international UN volunteer will be working from. Kingston has a tropical climate, specifically a tropical wet-and-dry climate, that borders on a hot-semi arid climate, characterised by

a wet season from May to November, which coincides with the hurricane season, and a dry season from December to April. During

the dry season, there is not much rainfall, however, cold and stationary fronts occur at this time, and often bring heavy showers,

especially in March. Kingston is on a coastal location, hence it comes under the influence of the sea, though dense urban

development can negate this effect. In the 21st century, Kingston has experienced temperatures as high as 38.8 C (10 °F) and as

low as 13.4 C (56 F). Kingston plays a central role in Jamaica's economy.

The vast majority of economic activity takes place within Kingston, and as most government ministries are located in the city, it is a

key force in legislation in regard to Jamaica's finances. The high population density (662,426) of the capital city means that the

majority of monetary transactions occur in Kingston - stimulating much of Jamaica's local economy. Jamaica has a well-established

banking system and all major credit cards are accepted as a means of payment for commercial transactions.

The city is also home to the highest number of schools, hospitals and universities anywhere in Jamaica. There are several good

schools in Jamaica at all levels. In addition, there are over 50 tertiary institutions presently operating in Jamaica, which are either

publicly or privately owned.

Kingston is also the island's main transportation hub and its largest seaport. Public transportation as well as private taxis are readily

available and easily accessible at generally quite low fares

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and

development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good

water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and

AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Task description

Under the direct the supervision of the M & E Specialist the UN Youth Volunteer will:

Support programme sections with the compilation and analysis of routine data from internal field monitoring and

documentation of good practices from the field.

Support capacity of partners to effectively generate and manage knowledge and ensure the availability of accurate, complete

and up-to-date data and information.

Assist in the project Implementation Information and Data Support and ensure that data is consistent with project information

and database. Follow up and document and share good practices from the field.

Assist with conducting and/or managing participatory research and evaluations that are impartial, independent, credible and

meet professional standards.

Undertake field visits to assist monitor programme implementation, as well as participates in periodic programme reviews with

government counterparts and other partners.

Support UNICEF and UN progress reporting on the Multi-country Sustainable Development Framework(MSDF) for the Dutch

and English-speaking Caribbean.

UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary

action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their

22 Jun 2018 Page 2 of 5 working time to some of the following suggested activities: Build relationships with a wide range of Youth Organizations, Community-Based Organizations (CBOs), Civil Society

Organizations (CSOs) to support and/or participate in community-driven voluntary activities; reflect on the type and quality of

voluntary action that they are undertaking; raise awareness in communities that will increase knowledge of issues pertaining

to the UNV programme’s mandate and tis role in supporting the Mission mandate;

Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the

UNV programme’s engagement within the Mission and voluntary action;

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by

reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual

and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application-

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.-

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online

volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever

technically possible.

A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities,

transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to

the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,282. The VLA base rate is a global rate, while

the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN

Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the

International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org .

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

22 Jun 2018 Page 4 of 5 Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if

applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.
