UNICEF’s Office of Emergency Programmes (EMOPS) leads efforts to ensure that UNICEF’s role in humanitarian crises is clearly defined, that the organization is properly equipped to fulfill that role, and that all levels of the organization are prepared to deliver our mandate. EMOPS coordinates headquarters support to country and regional offices dealing with emergencies in terms of staffing, funding, donor relations, inter-agency issues or technical guidance. The incumbent provides support in the development of Knowledge Management products and their effective dissemination. The imcumbent also supports KM related to the Humanitarian Policy Section’s (HPS) work, and the broader Office of Emergency Programmes (EMOPS). In support of the KM Specialist and other EMOPS staff, works closely with DRP and ICTD and other Divisions that play a role in development of the Humanitarian Knowledge Management platform and other KM products, and works closely with the EMOPS Directors Office, particularly as regards engagement with ICTD and broader information management across the division. The incumbent is expected to provide support as needed to the wider Evidence portfolio of work, in a support capacity. The incumbent performs administrative support functions for the Humanitarian Policy Section, which may include supervision of clerical and administrative staff engaged in fields of work, such as personnel, finance, registry, supply and transportation, as indicated by the requirements and structure of the organization. In this, he/she works closely with the other administrative assistant in the section and with the Directors’ Office.

UNICEF’s Office of Emergency Programmes (EMOPS) leads efforts to ensure that UNICEF’s role in humanitarian crises is clearly defined, that the organization is properly equipped to fulfill that role, and that all levels of the organization are prepared to deliver our mandate.   EMOPS coordinates headquarters support to country and regional offices dealing with emergencies in terms of staffing, funding, donor relations, inter-agency issues or technical guidance.

EMOPS work in Knowledge Management (KM) spans a range of activities covering distillation, processing and dissemination of knowledge resources for use in humanitarian action, including platforms and tools.  The KM work contributes to the overall purpose of ensuring that staff and partners have easy access to resources, and are supported by knowledge tools relating to humanitarian action.

The incumbent provides support in the development of Knowledge Management products and their effective dissemination.  The imcumbent also supports KM related to the Humanitarian Policy Section’s (HPS) work, and the broader Office of Emergency Programmes (EMOPS). In this, he/she works closely with the other administrative assistant in the section and with the Directors’ Office.

Provide the following support for the development of KM products and their effective dissemination in the humanitarian sector as related to the Humanitarian Policy Section work plan:

  • Carry out technical assessments and troubleshooting on new and existing initiatives in KM platforms, e.g. Humanitarian Portal, Sharepoint emergency response team sites, collaboration sites & other EMOPS/UNICEF Intranet/Internet sites; 
  • In coordination with the respective content owners, maintain and update EMOPS Humanitarian Knowledge Management platforms and websites to ensure efficient content management, storage, accuracy and ease of accessibility to key EMOPS Humanitarian Knowledge Management data sources, both for internal EMOPS access and global access via the INTRANET/INTERNET, servers and other IT platforms; 
  • Ensure coherence to standards and  conventions, promoting efficiency; g assist the compilation and tracking of relevant management response plans to evaluations and audits.

Support the work of the Humanitarian Policy team through research, design and the effective maintenance of databases:

  • Provide support on the development of various knowledge products, including desk research, analysis and editing to contribute towards lessons learned and other documents; 
  • Provide support with creating infographics, advanced excel files etc. to support the work of the team;
  • Serve as primary focal point for the Document Management System for humanitarian content;
  • Develop and maintain databases and workgroup tools within EMOPS to facilitate effective communication and team work in line with the Humanitarian Policy Section work plan.

Advises and assists section staff in the area of office management. 

  • Arranges for and/or attends meetings on day-to-day administrative matters; participates in discussions of new or revised procedures and practices; interprets and assesses the impact of changes; and makes recommendations for follow-up actions.
  • Provides administrative support and reporting as needed to the section.

Performs other duties, as required

 

To qualify as an advocate for every child you will have…

  • Education: Completion of secondary education, with bachelor’s degree preferred.  Proficiency in and ability to quickly learn new technologies and standard software. Knowledge of Sharepoint, basic html for updating internet and intranet sites, social networking, and other graphic softwares and platforms is also an asset. Excellent skills and mastery in Office (Xcel, Word, Powerpoint), Must pass the UN clerical and typing tests
  • Experience:  Experiencing supporting work from a knowledge management perspective (analysis, dissemination, management of knowledge) required. Practical knowledge of database management, beginner’s HTML, etc.  Interest in and experience in international affairs and humanitarian issues an asset. Six years of progressively responsible administrative, and support work, or can be supplanted by directly relevant experience and higher academic degree.
  • Language: Fluency in English is required
