The Office of Information and Communications Technology (OICT) of the Department of Management (DM) provides enterprise-wide oversight of ICT programmes, budgets and decision-making to ensure alignment with the Secretariat’s overall ICT strategy, in support of the Organization’s mission.

Services required for this agreement revolve around the activities concerning OICT’s responsibility for the management of the global ICT environment which includes the development of Secretariat-wide infrastructure architecture and overseeing the data centres that house enterprise systems and safeguard all Secretariat-wide data.

UNOPS has been requested to assist in the implementation of this activity.

Functional Responsibilities

The OICT Project Liaison Officer  has a double reporting line to the Chief, Enterprise Project Management Office (ePMO), and the UNOPS Senior Portfolio Manager .  S/he  will be responsible for the cost management of the UNOPS/OICT projects, including putting in place a monitoring system that will help track different project metrics and ensure proper delivery within budget . 

The OICT Liaison Officer performs the following duties:

  • Provide overall programme coordination of the UNOPS/OICT  projects including  the implementation of functions required to achieve successful projects;
  • Oversee processes related to the programmatic tasks necessary for the successful delivery of services provided through UNOPS/OICT portfolio of  IT projects and coordinate, at the OICT level,  the administrative tasks related to the programme;
  • Conduct regular review of the agreements/projects to assess progress of actual work versus the programme plan;
  • Verify and validate projects execution ensuring adherence to standards and alignment with the UN/UNOPS MOU;
  • Monitor budget performance and expenditures using the International Public Sector Accounting Standards (IPSAS)  guidelines and ensure that they remain within authorized level;
  • Review and validate monthly and quarterly account reconciliations for the projects;
  • Coordinate Information flow from the OICT side and timely submission of comments and response to requests related to the different projects;
  • Disseminate to OICT Programme Teams,  project information related to the portfolio;
  • In consultation with supervisor, liaise with UNOPS portfolio management on financial and staffing requirements of the portfolio,  identifying  resource requirements and ensuring that all activities and issues related to the OICT Programme are properly managed.
  • Perform other duties as required. 
Impact of Results 

Coordination between the Programme/Project and the portfolio teams ensuring that projects meet established service level agreements standards.  Management of projects requirements according to UN/UNOPS MOU.  Communication and sharing of information/reports between different teams.

Education/Experience/Language requirements

Education: 
  • Advanced University degree (Master’s degree or equivalent) in Business Administration, Social Sciences, Information Technology, Computer Science, or in field related to the post description.
  • A first level university degree with a combination of relevant academic qualifications and additional years of experience in Business Administration, Social Sciences, Information and Communications Technology, Computer Science may be accepted in lieu of the advanced university degree.
Experience:
  • A minimum of five years of professional experience, which includes supervisory, administrative and planning responsibilities in projects/programmes is required;
  • Excellent understanding and experience using various applications of MS Office.
  • Experience working in an international environment is highly desirable.
Language Requirements:

  • Fluency in English is required. Knowledge of other UN language is desirable.
