The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.  

The Deputy CCCM Senior Manager will support the implementation, technical quality and harmonisation/ standardisation of CCCM (SMS/Accoutability) work in all sites where DRC works to support the RRRC in managing refugee sites. He/she ensures information flows on SMS programming to and from the field, ensuring learning across all sites/zones for program quality. He/She supports in representing DRC on Site Management Support issues in relation with IOM, UNHCR. He/She coordinates SMS staff capacity building across the different DRC-supported sites. He/She will support the Senior CCCM Manager in coordinating activities and interventions across the 6 camps. The Deputy CCCM Senior Manager will directly manage the IM/Accountability Officer and the SMS Program Assistant.

Responsibilities:

Programming and Coordination

  • Provide direct management and technical guidance to the IM/Accountability Officer and SMS Program Assistant;
  • Support the SMS team to ensure that DRC is implementing high quality site management support programming in accordance with international standards and best practices;
  • Identify gaps and needs in the SMS programme in DRC sites;
  • Support in harmonization of service monitoring in the camps and provide analysis of gaps and needs;
  • Support the Snr CCCM Manager in the program standardization and sharing of experiences, lessons learned, and good practices across DRC-supported sites;
  • Support the Snr CCCM Manager in managing SMS-related information flow to and from field sites, including updates to and from the sector; 
  • Support the Snr CCCM Manager in quality assurance of proposals, donor reports, site reports, advocacy and policy notes and other SMS reports;
  • Support the Snr CCCM Manager in project designs, implementation, reporting and evaluations;
  • Support the Snr CCCM Manager in the development of Standard Operating Procedures (SOPs) and guidelines for the SMS/Accountability activities;
  • Work closely with the Program Development and Quality (PDQ) Specialist to ensure that all SMS activities are being appropriately monitored and evaluated;
  • Work closely with other sector managers (Protection, Shelter/NFI) to ensure integration between sectors in DRC programmes;
  • Coordinate interventions across camps and liaise directly with external potential service providers, consultants and NGOs in coordination with the Snr CCCM Manager;
  • Support the Snr CCCM Manager in coordination of emergency response activities;
  • Develop tools and trackers for SMS interventions and ensure the IM/Accountability Officer is collecting all data to provide an overview and trends analysis for advocacy purposes, coordination and troubleshooting;
  • Support the Snr CCCM Manager in coordination with the PDQ unit on standardisation of effective data collection, using online systems (Kobo toolbox), and standardization of M&E practices.

 

Representation 

  • Support in the representation of DRC in Site Management Support sector, including participation in the SAG when required;
  • Stay up to date with donor strategies and practices within Bangladesh and provide technical backstopping to the Snr CCCM Manager in donor relations for SMS;
  • Represent DRC in the UNHCR and IOM partners meetings when required or requested by the manager;
  • Represent DRC in the RRRC SMS meetings when required or requested by the manager;
  • Act as an SMS Manager in their absence when requested by the Snr CCCM Manager;
  • Act as the senior CCCM Manager during his/her absence.

 

Organisation, administration and personnel management 

  • Direct line management of 2 national staff;
  • Support in the recruitment of SMS international and national staff;
  • Support in the Identification and addressing capacity gaps among SMS staff;
  • Support in the overall coordination of financial, logistics, procurement and administrative requirements are met and compliance with DRC and donors’ rules and regulations;
  • Support on nationalization planning for SMS staff;

 

Accountability 

  • Support the Snr CCCM Manager in ensuring that DRC’s SMS programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standards;
  • Work closely with the PDQ department on all Accountability related activities including the roll out of the Complaints, Response and Feedback Mechanism (CRFM);
  • Ensure all communications materials in close coordination with the CwC working group are disseminated to refugees in the camps;
  • Work with the Protection Managers to ensure protection mainstreaming in SMS activities;
  • Any other duties as agreed with the Senior CCCM Manager.

About You

Experience and technical competencies: 

  • Minimum of 3-5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings;
  • Strong knowledge of and experience in CCCM programming in different contexts;
  • Experience of both the cluster system and the refugee coordination model;
  • Demonstrable successful track record of strategic programme development, capacity building and effective programme implementation and monitoring;
  • Strong donor, government and partner engagement experiences, including experience of providing support to government camp management entities (Site Management Support or mentorship);
  • Experience and understanding of refugee and displacement issues;
  • Experience with capacity building, and in convening and facilitating trainings and workshops;
  • Proven commitment to accountability and quality assurance;
  • Excellent analytical and writing skills;
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders;
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments;
  • Ability to work well under pressure and in adverse conditions;
  • Substantial project management skills and experience;
  • Knowledge of mobile data collection (kobo toolbox);
  • Proficiency in common computer packages and financial software i.e. Word, Excel, PowerPoint.

 

Education :

  • University or graduate degree in relevant field.
  • CCCM training

Languages:

  • Fluent in spoken English and strong writing/reporting skills in English.
