Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a Site Operations Manager (Civil Engineer) is responsible for the safe construction of site operations activities including, but not limited to; footpaths, footbridges, retention walls, drainages, spillways site preparation for shelters and communal constructions, decommissioning of buildings, earthwork construction and site clearances.

 

About the job 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

 

The Site Operations Manager (Civil Engineer) is responsible for the safe construction of site operations activities including, but not limited to; footpaths, footbridges, retention walls, drainages, spillways site preparation for shelters and communal constructions, decommissioning of buildings, earthwork construction and site clearances. The site operation teams will utilise local refugees for labour and therefore the Site Operations Manager is responsible for the capacity building of officers and the management of volunteer construction activities. This role will involve continual engagement in the refugee communities and overseeing all ongoing works. Capacity building of all technical teams and ensuring that the constructions are carried out are of high quality and are done in a timely and safe manner. Flexibility will be required for engaging in emergency responses that may emerge in the coming months. The role also involves contributing, both strategically and technically, into the overall infrastructure planning. Depending on the modality of the emergency, there may also be the need to engage in construction of latrines and water supply systems and other WASH activities.  

Responsibilities:

  • Responsible for all civil engineering works, in site operations and shelter, across all DRC camps and emergency responses;
  • Provide operational support, coordination, supervision and monitoring designed to meet program objectives related to civil engineering works carried out onsite;
  • In partnership with the Site Operations Manager (Administration) organise the daily management and supervision of the Site Operations Team(s) – staff and cash for work/volunteers; including recruitment of team members and capacity building, and potential contractors;
  • Development of monitoring and evaluation tools, including for emergency responses;
  • Establish a system for the maintenance of camp sites handling issues such as garbage, pest control, drainage, access routes (bridges, paths), earthworks/land retention and provide the link with the WASH sector;
  • Design and oversee implementation of communal infrastructure and shelter works as required;
  • Provide relevant inputs for programme and emergency response planning;
  • Ensure compliance through timely and accurate provision of supporting documentation required by Site operations programmes teams, finance, logistics and human resources. This includes all relevant technical reports and assessments for internal and external use;
  • Drafting detailed SOPs regarding the most relevant operational procedures, including division of responsibilities between DRC units;
  • Work with all Site Operations field staff to ensure smooth introduction and adoption of operational systems;
  • Assist teams in understanding their roles and responsibilities in terms of interaction with the Camp Management, Logistics and Procurement Department;
  • Support, appraise and develop the capacity of Site Operations field teams; 
  • Support program standardization and sharing of experiences, lessons learned, and best practices across DRC-supported sites and with other agencies;
  • Coordinate with the logistics department to ensure timely delivery of project materials on sites;
  • Ensure the observance of the DRC Code of Conduct throughout activity implementation;
  • Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances;
  • Maintain high ethical standards and treat people with respect and dignity;

Any other duties as agreed with the Senior Infrastructure manager or relevant line manager.

 

About you

 

Experience and technical competencies:

  • 5+ years’ experience in civil engineering – proven experience in construction;
  • 2+ years’ field experience in similar position in refugee or IDP settlements;
  • Field experience in site planning, DRR, CCCM and/or Shelter and WASH works;
  • Prior evidence of managing staff; with excellent leadership skills including challenging, motivating and developing a team
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential;
  • Excellent interpersonal and communication skills and the ability to write clear, concise reports;
  • Proven ability to work creatively, innovatively and effectively with limited direct supervision;
  • Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential;
  • Flexibility and capacity of adaptation to a changing working environment;
  • Willingness to live and work in a challenging environment with limited resources;
  • Proven capacity of coordinating with other humanitarian agencies and local authorities;
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.

    Education:

  • Tertiary qualification in relevant field (Civil Engineering)

  • English - fluent

Salary: A14 (Expat Position)

Start date: 15 July,2018

Contract Length: Six Months, Full time

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expat Staffs.
