The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Core Competence Specialist position is technical development of the specific CC, strategic direction and quality assurance. The Shelter Specialist is accountable for developing and fundraising for the Shelter CC Strategy as well as quality control. The CC Specialist is responsible for monitoring, capacity building (including training, including training, coaching and mentoring of staff on CC technical capacity.

Job description

  • Develop CC strategy, technical guidance and Macro LFAs.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes.
  • Provide systematic training and build capacity of technical staff.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Be a champion for gender, programme integration, market-based approaches.
  • Collaborate closely with M & E colleagues as well as other CC Specialists to conduct needs assessments, and ensure that these remain up-to-date and form the basis for project design and targeting.
  • Provide technical leadership in developing a robust Shelter Strategy, the outlining the key strategies, activities, outputs to enable NRC to respond to humanitarian needs relevant to the context.
  • Proactively work closely with the Head of Programmes to define the funding plan for the Shelter strategy; and provide sound and proactive technical leadership for developing winning proposals to donors.
  • Support Area Managers and program staff in needs assessments, targeting and development of need based proposals to donors, ensuring alignment to Cluster strategy and technical standards.
  • Facilitate timely implementation of funded activities, including compliance, supportive supervision, project review, and project closure - in line with the Project Management Cycle guidelines.
  • Support Area Managers and program staff to monitor and report on project progress in accordance with management and donor requirements.
  • Facilitate continuous learning and improvement, including but not limited to, documentation of best practices and lessons learnt and After Action Reviews.
  • Proactively collaborate with Grants Coordinator to ensure that donor reports are of high quality and on time, to fulfil NRC obligations to donors or as may be required on from time to time.
  • Take proactive steps to make concrete contributions towards NRC’s Ambitions and Strategic Initiatives, as elaborated in the 2018-2020 Strategy and supplementary documents.
  • Represent NRC primarily at Shelter, CCM and other relevant clusters; and take proactive steps or seek support from others to influence the strategy and agenda or advocate as may be appropriate.
  • Provide technical leadership in responding to shelter needs in emergencies.
  • Develop field tools and protocols (SOPs) to ensure technical excellence, beneficiary participation and feedback, cost effectiveness, efficiency, timeliness and conformity

Qualifications

  • Minimum 3 years of Shelter experience in a complex/protracted humanitarian context.
  • University degree in Civil Engineering, with relevant experience in an emergency shelter.
  • Experience in leading multisector assessment teams and providing technical guidance on Shelter issues, in response to emergencies.
  • Advanced understanding and experience on programme monitoring and evaluation issues. Ability to design M & E tools relevant to the WASH sector and roll it out to the technical and M & E teams.
  • High level of communication, interpersonal, representation and negotiation skills.
  • Ability to write high-quality concept notes and technical sections for donor proposals.

  • Experience from working in complex and volatile contexts.

  • Experience working with various donors and conversant with their technical frameworks and strategies (e.g. UNHCR, DFID, SIDA, ECHO, NMFA etc.).
  • Experience in capacity building and community mobilization.
  • Experience in advocacy work.
  • Experience with coordination mechanisms (cluster and sectorial).
