Organizational Setting
 
The Fisheries and Aquaculture Department promotes policies and strategies aiming at the sustainable and responsible development of fisheries and aquaculture in inland and marine waters. For this purpose, the Statistics and Information Branch (FIAS) is responsible for the collection, compilation, validation, analysis and dissemination of reliable and up-to-date information on all aspects of world fisheries and aquaculture sectors. FIAS also coordinates the development of international standards for fishery and aquaculture statistics and supports partnership arrangements for the collation, sharing and dissemination of information.
 
International consultants and PSAs represent an important source of expertise for FAO, making their specialist contributions across the globe towards the achievement of the Organization’s strategic objectives. For FAO to be able to attract and employ the best possible experts in the wide range of technical areas of its mandate, a competitive selection process has been introduced. This assignment do not carry any expectation of, or imply any right to, further extension, renewal or conversion to any other appointment.

Reporting Lines
 
The Consultant/PSA will report to the Senior Fishery Officer (Statistics), and will work under the overall guidance of the Branch Head of FIAS and the functional oversight of the Chief Statistician (OCS) regarding corporate statistical procedures and quality assurance.
 
Technical Focus
 
The Consultant or PSA will work as part of a closely collaborating team on activities related to capture fisheries statistics.
 
Tasks and responsibilities
 
The Specialist in capture fisheries statistics is expected to\: 
 
  • Contribute to the collection, compilation, analysis and dissemination of statistical data and information on capture fisheries statistics at regional and global level, according to FAO’s Quality criteria and Assurance framework;
  • Contribute to the Branch’s programme for regional fishery statistical data and their dissemination as per agreed protocols which each concerned FAO RFB, including consideration for FIA’s fishery statistics mainstreaming strategy;
  • Participate in development and exchange of fishery statistical reporting standards including statistical grids and maintenance of maps, with regional and inter-regional fishery organizations and collaborate at CWP activities;
  • Monitor the dispatch and returns of capture fishery statistics questionnaires;
  • Contribute to developing and/or improving relevant surveys, classification systems, appropriate instructions, guidelines and standards related to data collection, validation and dissemination of capture fisheries data in order to improve the consistency and comparability of statistics and collaborate in the preparation of technical corporate standards;
  • Initiate work related to new areas of statistical activities planned for expansion such as value of capture fisheries and production of small-scale fisheries;
  • Produce a variety of technical information, analysis, statistics and reports on capture fisheries for publication and studies and ensure timely uploading of capture fisheries statistics to the online query tool and FishstatJ;
  • Collaborate in the drafting of a new Yearbook of Fishery and Aquaculture Statistics structure;
  • Collaborate in the updating of the ASFIS species file in accordance with the latest confirmed developments in scientific nomenclature assigning taxonomic and other codes;
  • Contribute to capacity building activities related to quality improvement and availability enhancement of capture fisheries data;
  • Contribute to develop liaison and working collaboration with the partners and stakeholders within and outside FAO, including information sharing, knowledge transfer, capacity building, project work and resource mobilization;
  • Perform any other duties related to FIAS’s areas of work.
  
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • For Consultants\: Advanced university degree in statistics, fisheries, biology, or a related and relevant academic field supplemented by specialized courses/training in statistics.
  • For PSAs\: University degree in the above areas.
  • At least five years of progressively responsible professional experience in national or international organization in the field of collection, compilation, screening for quality, processing analysis and dissemination, preferably in fishery statistics.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two, or of Arabic, Chinese or Russian (for Consultant). 
  • Working knowledge of English (for PSA).

Selection Criteria
 
  • Extent and relevance of experience in the compilation, validation and analysis of statistics, including preparation of reports, reviews and publications and in designing, planning and managing statistical work.
  • Depth of knowledge of methodologies and techniques employed in statistical analysis, including in the design of programmes for data processing and analysis.
  • Knowledge of statistical software as SAS, R, STATA or similar.
  • Good knowledge of national and international statistical sources, with particular reference to capture fisheries.
  • Experience in the provision of technical assistance to countries and/or extent and relevance of knowledge and understanding of the work of international organizations, regional entities and national statistical services.
  • Ability to carry out research and summarize, interpret and communicate findings clearly and concisely both orally and in written, preferably in English, with a track record in autonomously writing papers or reports.
  • Ability to work independently, with minimum supervision.
