Organizational Setting
 
The Regional Office for the Near East and North Africa is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities.
 
 
The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
 
The assignments are in the FAO Regional Office for the Near East and North Africa (Cairo), Sub-Regional Offices or Country Offices within the Near East and North Africa (NENA) region.

Global Call Purpose
 
The purpose of the Global Call is to attract global talent for “Consultant” and “Personal Services” assignments as they become available.  The Global Call will create a roster of Applicants that will be used to identify candidates for these assignments.

Reporting Lines
 
The incumbent reports to a Team Leader of the assignment.
 
 
Tasks and responsibilities
  • Support the design and implementation of policies, regulatory frameworks and institutional arrangements supportive of inclusive, equitable, effective, and efficient systems
  • Promote the regular use of knowledge, information and early warning for evidence-based decision making and monitoring
  • Support the development and presentation of information and training materials; the promotion of best practices, capacity development and knowledge sharing
  • Ensure the timely provision of inputs (i.e. personnel, equipment, supplies)
  • Analyse information, data, statistics, and/or trends for the preparation of plans, strategies, reports, policies and/or other products
  • Provide financial reporting; collect and analyse financial information for inclusion in management reports
  • Provide operational support for emergency and resilience programmes
  • Contribute to the development and operation of the corporate results-based monitoring and reporting system
  • Monitor and provide support to resource mobilization activities including corporate appeals, donor macro grants, annual appeals and mid-year reviews; maintain information and prepare related reports
  • Draft or edit FAO brochures and publications content and ensure that sure they are written accurately, concisely and correctly (grammar), and comply with FAO standards (terminology and house style);
  • Provide human resources support;
  • Support procurement actions, ensuring that requests are technically complete and in conformity with established FAO rules and procedures
  • Ensure quality control of project concepts and full project proposals in line with FAO’s operational, administrative and financial rules
  • Contribute to the formulation of project proposals according to FAO’s procedures and prepare project documents for technical clearance and final approval under different funding arrangements
  • Perform any other related duties as required
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • For Consultants\: Advanced university degree (Master or its equivalent) in public or business administration, finance, accounting, economics, social sciences, human resources management, organizational development, industrial psychology, communication, journalism, political science or a related field of the Organization.
  • For PSA\: University Degree in the above areas
 
  • For Consultants/PSA level C\: one to five years of relevant experience in one of the technical areas listed above
  • For Consultants/PSA level B\: at least five years of relevant experience in one of the technical areas listed above
  • For Consultants/PSA level A\: at least twelve/fifteen years of relevant experience in one of the technical areas listed above
 
  • For Consultants\: Working knowledge (Level C) of English, French or Arabic AND limited knowledge (Level B) of another UN language (for consultants two languages are required)
  • For PSA\: Depending on the country of assignment, working knowledge (Level C) of English, French or Arabic

  • Extent and relevance of knowledge in the implementation of international standards related to pertinent field of expertise
  • Extent and relevance of experience in resource mobilization, programme formulation, implementation and monitoring in the pertinent field of expertise
  • Extent and relevance of knowledge and understanding of the work of international organizations, regional entities and national governments
  • Extent and relevance of experience in drafting quality written materials for a wide variety of audiences
  • Ability to organize and conduct meetings, conferences and workshops when applicable
