Organizational Setting
 
The Office of the Inspector General provides oversight of the programmes and operations of the Organization, through internal audit, investigation and inspection. The Office reports to the Director-General and Senior Management on lessons learned, and promotes policies and activities that enhance the integrity of FAO's operations.
 
The Office provides the Director-General and the functions and programmes audited with independent, objective assurance and consulting services designed to add value and improve the Organization’s operations. It helps the Organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and internal governance processes
 
It is anticipated that OIG’s Internal Audit Unit will need to retain consultants to assist in conducting and supporting audit activities.
 
FAO Consultants and Subscribers to Personal Services Agreements (PSAs) Call purpose
 
The Organization frequently engages individuals to perform task-based assignments for which FAO has a temporary need.
The objective of the Call is to attract suitable individuals who may be invited to undertake short-term assignments for OIG’s Internal Audit Unit, ranging in length from a few weeks to a maximum of 11 months. This call is aimed at candidates with various levels of experience, in particular, Audit Consultant (two categories, depending on level of experience), and Audit Support Consultant, to contribute to the unit’s work as described below. The Audit Consultant and Audit Support Consultant will be located at the Organization’s headquarters in Rome (Italy). Depending on the specific requirements of OIG, the consultant/PSA may be required to undertake field missions. The assignments may cover a number of activities, or be dedicated to a specific project or other activity.
 
Notwithstanding this call for expressions of interest, individual Vacancy Announcements may be issued for specific assignments where deemed appropriate.
 
 
 
Reporting Lines
 
The consultant/PSA reports to a Senior Auditor OIG.
 
Technical Focus
 
Audit support in relation to individual audit and advisory assignments falling within OIG’s mandate.
 
Tasks and responsibilities
 
Under the overall guidance of the Inspector-General, OIG and the supervision of a Senior Auditor, the incumbent contributes to the improvement of risk management, control, and governance processes in FAO using a systematic and disciplined approach to ensure that internal audit activities comply with the provisions of the Charter of the Office of the Inspector General and with all relevant professional standards.  In particular, the incumbent will\:
(a) Audit Consultant (team leader, level A or B)\: under the overall supervision and guidance of the Senior Auditor, the consultant is expected to undertake audit and advisory activities with technical competence and independence, according to the standards of the International Professional Practices Framework of the Institute of Internal Auditors (IIA), applicable FAO policies and the deadlines and deliverables set out in their TORs. Their assigned tasks and responsibilities will normally include several of the following elements\:
  • Plan and contribute to the preparation of annual work plans (including risk analysis), and to the preparation of comprehensive and quality audit programmes;
  • Lead specific audit assignments to assess the adequacy and effectiveness of the Organization’s internal controls, risk management and governance, (e.g. project/programme/function/office) by performing value for money and compliance audit, advisory, inspection, or special reviews in country offices and/or at headquarters;
  • Discuss audit findings with senior management, prepare clear concise draft reports that summarize the results of related assignments;
  • Make recommendations for improved management controls and practices, and enhanced efficiency and effectiveness of operations;
  • Provide on-the-job supervision and training to team members;
  • Prepare electronic working papers that support the audit finding and recommendations developed from the review;
  • Ensure audits are conducted in accordance with the standards of the International Professional Practices Framework of the Institute of Internal Auditors;
  • Undertake special studies and reviews;
  • Provide advice to Headquarters, regional, sub-regional and country management as appropriate;
  • Perform other related duties as required.
(b) Junior Audit Consultant (team member, level C)\: under the overall supervision and guidance of a more experienced internal auditor, the consultant is expected to contribute to audit and advisory activities, according to the standards of the International Professional Practices Framework of the Institute of Internal Auditors (IIA), applicable FAO policies and the deadlines and deliverables set out in their TORs. Their assigned tasks and responsibilities will normally include several of the following elements\:
  • Contribute as a team member to audit assignments to assess the adequacy and effectiveness of the Organization’s internal controls, risk management and governance, (e.g. project/programme/function/office) by performing value for money and compliance audit, advisory, inspection, or special reviews in country offices and/or at headquarters;
  • Discuss audit findings with management, contribute to the preparation of clear concise draft reports that summarize the results of related assignments;
  • Make recommendations for improved management controls and practices, and enhanced efficiency and effectiveness of operations;
  • Prepare electronic working papers that support the audit finding and recommendations developed from the review;
  • Undertake special studies and reviews;
  • Perform other related duties as required.
(c) Audit Support PSA (level C)\: under the supervision and guidance of internal audit staff and overall supervision of the Senior Auditor, the consultant will be required to assist with planning, field work and report writing of the specific audit assignments at FAO headquarters and field offices, in a manner consistent with applicable policies as well as deadlines and deliverables set out in their TOR. Their assigned tasks and responsibilities will normally include several of the following elements\:
  • Participate in multi-disciplinary audit teams, including field travels;
  • Conduct audit assignments in accordance with internal procedures and auditing standards;
  • Prepare electronic working papers that support audit findings and recommendations;
  • Organize and drafts input for audit reports;
  • Participate in capacity development activities;
  • Perform other related duties as required

 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree for Consultants or university degree for PSAs in audit, business or public administration, finance, accounting, economics, political science, international development, law or a related field. Certification from an internationally recognized auditing or accounting body is an asset.
  • Audit Consultant (team leader, level A or B)\: At least ten years ( for level A ) or five years ( for level B ) of relevant work experience; Junior Audit Consultant (level C)\: At least three years of relevant work experience; Audit Support PSA (level C)\: At least two years of relevant work experience.
  • For consultants, working knowledge of English, French or Spanish and intermediate knowledge of one of the other two or Arabic, Chinese, or Russian.
  •  For PSAs, working knowledge of English. Intermediate knowledge (Level B) of another official language is desirable.
