Organizational Setting
 
The Regional Office for Africa (RAF) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities.  RAF also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.  RAF develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
 
The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
 
The assignments are in the FAO Regional (Ghana) and Sub-Regional (Ethiopia, Gabon, Senegal and Zimbabwe) Offices or Country Offices within the RAF region.
 
Global Call Purpose
 
The purpose of the Global Call is to attract global talent for “Consultant” and “Personal Services” assignments as they become available. The Global Call will create a roster of applicants that will be used to identify candidates for these assignments.

Duration
Depending to the task to be undertaken, the assignment will be on a short-term contract, lasting from several to 100 calendar days, or a long-term contract to 11 months, renewable subject to satisfactory performance and depending on the available financial resources and needs of the Office.
 
Reporting Lines
 
The specialist reports to a Team Leader of the assignment.
 
Tasks and Responsibilities
  • Support the design and implementation of policies, regulatory frameworks and institutional arrangements supportive of inclusive, equitable, effective, and efficient systems
  • Promote the regular use of knowledge, information and early warning for evidence-based decision making and monitoring
  • Support governments in establishment of enabling environments, including the development of conducive and effective policies, strategies and investment plans, programmes, governance and coordination mechanisms in a cross-sectoral, integrated and participatory way
  • Provide technical support to ongoing operational emergency and recovery projects and programmes and related capacity development in country, regional and sub-regional offices
  • Undertake FAO emergency needs assessment activities and missions
  • Support the overall implementation of Disaster Risk Reduction strategy and activities and promote DRR mainstreaming within FAO led programmes and projects
  • Enhance country public and private sector capacities and investments to design, implement and evaluate policies, strategies and programmes, including through international and regional instruments
  • Enable producers and vulnerable groups to become agents of change and innovators and to achieve sustainable increases in production and productivity;
  • Empower the rural poor and their organizations, and particularly youth, women and vulnerable groups, to access productive resources, services, markets, productive employment and decent work opportunities, social protection systems
  • Formulate and build capacities to implement regional and international standards, agreements and voluntary guidelines and legal, policy and institutional systems and frameworks
  • Provide technical backstopping to field projects in technical area of expertise
  • Provide programmatic and strategy support for emergency and resilience programmes and strengthens country preparedness and response at all levels
  • Perform any other related duties as required
 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • For Consultants\: Advanced university degree (Master or its equivalent) in agriculture, international development, international relations, rural sociology, social science, political science, food security, rural development, nutrition, ecology, economics, agriculture economics, statistics, resilience and crisis management, environment and any area related to the work of the Organization); 
For PSA\: University Degree in the above areas
 
  • For Consultants/PSA level C\: one to five years of relevant experience in one of the technical areas listed above
For Consultants/PSA level B\: at least five years of relevant experience in one of the technical areas listed above
For Consultants/PSA level A\: at least twelve/fifteen years of relevant experience in one of the technical areas listed above

  • For Consultants\: Depending on country of assignment, working knowledge (Level C) of English, French or Arabic and limited knowledge (Level B) of the other (for consultants two languages are required)
For PSA\: Depending on the country of assignment, working knowledge (Level C) of English, French or Arabic
