Organizational Setting
 
The Regional Office for Latin America and the Caribbean (RLC) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities.  RLC also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies.  RLC develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
 
The consultancy assignments are located at the FAO Regional (Chile) and sub-Regional (Barbados and Panama) offices or in country offices within the region.
 
Interested consultants are invited to submit their applications on-line in order to establish their profiles in the RLC Roster database from which they may be considered for consultancy opportunities that might arise. Inclusion in the database does not guarantee a contract with RLC or other FAO units. Applications will be maintained in the database for a period of two years.  The exact contractual arrangements pertaining to each consultancy will be determined as appropriate to the nature of that particular consultancy. These assignments do not carry any expectation of, or imply any right to, further extension, renewal or conversion to any other appointment.
 
Call Purpose
 
The purpose of the Call is to attract global talent for the Consultant and Personal Services assignments as they become available.  The Call will create a roster of Applicants that will be used to identify candidates for these assignments.
 
The FAO Functional Objective (FO) covered by this functional roster is\:  
 
  • Field Programme Management\: Provide and coordinate the operational support function to the field programme, including resilience and development projects.
 
 
Reporting Lines
 
The consultant reports to a Team Leader of the assignment.
 
Tasks and responsibilities
  • Act as focal point for assigned project on operational matters, organizes and handle day-to-day operational activities of the field programme (including emergency, rehabilitation and development projects, both national and regional/global projects) and takes action, in consultation with the supervisors, on problems which arise during the execution period;
  • Support project design, appraisal, implementation, monitoring (including financial monitoring) and evaluation, assist countries in field operations, and, where necessary, identify corrective measures to overcome operational constraints;
  • Support the preparation of the project Work Plans together with the project technical team, and ensure its regular update;
  • Contribute to the delivery of financial reporting, general accounting, project accounting, in accordance with FAO policies and regulatory framework;
  • Ensure the timely provision of project inputs (personnel, technical support services, sub-contracts, training, equipment and supplies) directly by the Organization or, when appropriate, through contractors, and by liaising with other  support units;
  • Review and monitors project budget and prepare requests and revisions as required; maintains and alerts about budget expenditures and resources; reviews project transaction listings with a view to identifying errors in accounting against budget lines;
  • Prepare and oversee cost estimates and budget proposals, monitoring, analysis and projections, statistical reports;
  • Provide operational backstopping to field projects and country offices, as required;
  • Prepare analytical reports on project performances, as required;
  • Support overall monitoring of the field programme in the region;
  • Perform any other duties as required
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
 
  • Advanced university degree (for Consultants) / university degree (for PSAs) in public or business administration, finance, accounting, economics, social sciences or other fields related to the FAO mandate;
  • At least Three (3) years of relevant experience in project or programme management/operations or design and evaluation;
  • Working knowledge of English or French or Spanish and limited knowledge of one of the two (for Consultants).
  • Working knowledge of English or French orSpanish (for PSAs);

  • Excellent ability to analyze problems and develop effective, practical solutions
  • Extent and relevance of experience in providing policy advice at local, national, and regional levels in pertinent field of expertise
  • Ability to support resource mobilization efforts
  • Understanding of UN and FAO policies and programmes as well as administrative procedures is considered a strong asset.
