Organizational Setting
 
The Regional Office for Asia Pacific is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development, and national commitments to the Sustainable Development Goals (SDG), through the identification, planning and implementation of activities in the region at national level.
 
Reporting Lines
 
The consultants/PSA subscribers will report to the Senior Officer, Food Systems (Post Production) and/or the Agriculture Officer (Agribusiness, value chains and rural finance) at regional level and FAO Representatives in the specific country of assignment.
 
Technical Focus
 
A food value chain (FVC) consists of all the stakeholders who participate in the coordinated production and value-adding activities that are needed to make food products. A sustainable food value chain is a food value chain is profitable, has broad-based benefits for society and has a positive or neutral impact on the natural environment. Our work focuses on improving the participation of smallholders in existing and new food and agriculture value chains. This includes the development of smallholder initiatives for building local market access, related institutions and support services, value chain assessments, mapping and diagnosis of VC development bottlenecks and how to overcome them and related required investments and inputs.
 
 
Tasks and responsibilities
Consultants\:
  •  Lead/Contribute to the development of value chain studies, policies and initiatives.
  • Design and implement Value Chain analyses, value chain mapping, stakeholder engagement and provision of detailed recommendations on how and what can be done to effect improvements in value chain bottlenecks and related investments needed.
 
PSA subscribers\:
 
  • Lead/Contribute to the development of value chain studies and initiatives for a range of commodities in developing and transition countries in the Asia Pacific region.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in (for Consultants) / University degree (only for PSA) in agro-economics/marketing with a specialisation in food/agriculture and value chains development
  • 5  years of relevant experience in the subject area
  • For consultants\: Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian
  • For PSA, Working knowledge of one FAO language

Selection Criteria
  • Extent of experience in the development of sustainable value chains of agro food products in developing countries and preferably in the Asia Pacific Region
  • Capacity to develop and implement complex value chains initiatives in developing counties
  • Extent of experience in providing technical support in VC development in terms of successful interventions
  • Capacity to engage with public, private and CSO’s for sustainable and inclusive VC development.
