Organizational Setting
 
The Fisheries and Aquaculture Department promotes policies and strategies aiming at the sustainable and responsible development of fisheries and aquaculture in inland and marine waters. For this purpose, the Statistics and Information Branch (FIAS) is responsible for the collection, compilation, validation, analysis and dissemination of reliable and up-to-date information on all aspects of world fisheries and aquaculture sectors, including capacity building of Member countries. FIAS also coordinates the development of international standards for fishery and aquaculture statistics and supports partnership arrangements for the collation, sharing and dissemination of information.
 
International consultants and PSAs represent an important source of expertise for FAO, making their specialist contributions across the globe towards the achievement of the Organization’s strategic objectives. For FAO to be able to attract and employ the best possible experts in the wide range of technical areas of its mandate, a competitive selection process has been introduced. This process is intended to create a pool of candidates which can be called upon when their expertise is required, ensuring a transparent and rigorous selection process. Inclusion in the database does not guarantee a contract with FIA or other FAO units. Applications will be maintained in the database for a period of two years. The exact contractual arrangements pertaining to each consultancy will be determined as appropriate to the nature of that particular consultancy. These assignments do not carry any expectation of, or imply any right to, further extension, renewal or conversion to any other appointment.
 
The purpose of this call is to attract technical expertise to populate a consultant roster for the for the Capacity building in fisheries and aquaculture statistics and information systems specialist profile
 
Reporting Lines
 
The Consultants/PSAs will report to the FIAS Branch Head under the overall and direct guidance of a relevant FIAS Officer.
 
Technical Focus
 
The Consultant or PSA will work as part of a team to conduct activities related to capacity building in fisheries and aquaculture statistics and information system. 
 
Tasks and responsibilities
 
The tasks and responsibilities of each selected Consultant or PSA will be defined in the Terms of Reference for the specific assignment. The focus, tasks and responsibilities for each work areas of the Capacity building in fisheries and aquaculture statistics and information systems specialist may include, but are not limited to, the following\:
 
  • Identify the relevance of existing national and/or regional statistical framework and/or information systems; review existing systems, analyse their strengths and weaknesses, and discuss/recommend suitable and sustainable implementation options for their strengthening;
  • Diagnose countries/regional bodies capacity building needs in statistics and information systems with the aim to strengthen national/regional data collection, statistical analysis and information sharing/dissemination that respond to policy and management requirements;
  • Provide capacity building expertise in data collection, statistical analysis and information systems, and work with the relevant stakeholders to ensure that national/regional statistics/information systems are operational and developed according to international standards in order to effectively link to other relevant databases and FAO information systems;
  • Organize, attend and facilitate capacity building activities (such as meetings, workshops,  trainings, training of trainers, etc.) in support of the delivery of FIAS’s field programme of work, including\:
    • Preparation of workshop documents\: prospectus (background information, agenda, Terms of Reference for participants), presentations, handouts, case studies and working papers drafting or collation;
    • Logistic support organization (selection of participants, support to participants in administrative procedures for meeting attendance, venue, services) if and when needed;
    • Preparation of workshop summary records and/or reports, and follow up action plans, liaising with participants for their review;
  • Support the preparation of global/regional/national guidelines, training materials and manuals, as necessary;
  • Support the establishment of relevant working groups on data and statistics and coordinate and facilitate their work and capacity building activities;
  • Provide technical backstopping to ensure the quality/effectiveness of capacity activities within relevant stakeholders; if needed provide training sessions to national staff in fisheries statistics and management information systems utilization and maintenance;
  • Support the promotion of FIAS’ data/statistics, tools and information system products and the monitoring of their actual and potential use in the national/regional fisheries and aquaculture sectors, as well as the assessment of business opportunities for new products with the participation of all relevant stakeholders;
  • Contribute to and/or lead, as required, resource mobilization activities in accordance with FAO corporate strategy, including interaction with stakeholders, project formulation, log frame design, etc.
  • Undertake other related duties as requested.
  
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree (for Consultants) / University degree (for PSA, a technical diploma plus demonstrated and relevant professional experience of at least 4 years can be accepted in lieu of a university degree) in statistics, mathematics, information technology, ecology, fisheries, aquaculture, economics, biology or related disciplines.
  • At least one year of relevant experience in one or more areas in the field of fishery and aquaculture statistics and information system assessment, design and implementation, including experience capacity building programs, or related fields, preferably in FIAS’s areas of work.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two, or of Arabic, Chinese or Russian (for Consultants); Working knowledge of English, French, Spanish, Arabic, Chinese or Russian (for PSAs).

Selection Criteria
  • Extent and relevance of experience with fishery and aquaculture statistics and information systems in different countries and regions, especially in developing countries and countries in transition.
  • Extent and relevance of experience in the collection, compilation, processing, analysis and dissemination of international fishery and aquaculture statistics.
  • Experience with computer data processing systems, databases, and exposure to innovation in information technology.
  • Proven expertise on capacity building activities including training curriculum design, drafting of training materials and training organization and facility.
  • Demonstrated results-based management capabilities with an ability to manage project, budgets and human resources efficiently under shifting priorities.
  • Extent and relevance of experience in resource mobilization, and in project design and formulation, preferably in fisheries and aquaculture statistics capacity building context.
  • Previous working experience with FAO and its partners in the above mentioned domains and tasks.
  • Ability to work independently, with minimum supervision
