Organizational Setting
The Regional Office for Asia-Pacific (RAP) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RAP also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RAP develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
Call for Expression of Interest Purpose
The purpose of this call is is to attract global talent for the Consultant and Personal Services assignments that may provide RAP support and/or lead fisheries projects and technical support processes in the region. The assignment may be home-based with required travel for field missions. The Global call will create a roster of Applicants that will be used to identify candidates for these assignments.
Reporting Lines
The Fishery Expert will work under the overall supervision of the Group Leader of the Natural Resources Group (NRM), RAP and the direct supervision of the Senior Fisheries Officer (NRE-FI).
Technical Focus
Areas of work cover fisheries management and development in the Asia-Pacific region, including policy and legal support, IPOA Implementation [IUU/PSMA, fishing capacity sharks and seabirds], Small-scale Fisheries Guidelines implementation, fisheries-related SDG monitoring and statistics, gender in fisheries, ecosystem approach to fisheries management planning and implementation, marine and freshwater ecosystems, climate change mitigation and adaptation, MCS, fishing vessels, fishing gear, post-harvest, markets and trade and the Asia-Pacific Fisheries Commission.
Tasks and responsibilities
  • Provide technical expertise or advice to monitor, analyse and address ecological, biological, economic, governance or social issues the management and development of fisheries along the supply/value chains and the obtainment of Sustainable Development Goals relating to the fisheries sector and dependent communities;
  • Coordinate and, as required, take a lead role in the development and implementation of programmes and projects supporting fisheries management;
  • Undertake research and analysis activities to support the development or implementation of data collection systems, technical standards/guidelines, international instruments, technical innovation, technical reports, publications;
  • As required, support the management of FAO RAP fisheries workplan;
  • Perform other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University or specialized degree (for PSA) or advanced university degree (for Consultant) in either the natural or social sciences including in any of the following fields\: fisheries management, aquatic biology or ecology, fisheries or natural resources economics, fisheries technology, social development, fishery law or marine/freshwater affairs, or other fields related to fisheries resources, management and fisheries value chains.
  • At least one year of relevant experience in fisheries research, natural resource management, community development, value chains, project development and implementation or related fields;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian (for PSA, only working knowledge of English, French or Spanish is required)
