Organizational Setting
 
FAO's Subregional Office for the Pacific Islands (SAP) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office is a subsidiary of FAO's Regional Office for Asia and the Pacific (RAP).
 
Global Call Purpose
The purpose of the Global Call is to attract global talent for the Consultant and Personal Services assignments as they become available. The Global call will create a roster of Applicants that will be used to identify candidates for these assignments, at regional or country level in the pacific subregion.

Duration\: Depending on the task to be undertaken, the appointments will be on a short-term contract, lasting from several days to 11 months, renewable subject to satisfactory performance and depending on the resources and needs of the Organization.
Reporting Lines
 
The consultants will report to a Team Leader of the assignment.
 
 
Tasks and responsibilities
  • Support the design and implementation of policies, regulatory frameworks and institutional arrangements supportive of inclusive, ecologically sound, equitable, effective, and efficient programmes
  • Promote the regular use of knowledge, information and early warning for evidence-based decision making and monitoring
  • Support governments in establishment of enabling environments, including the development of conducive and effective policies, strategies and investment plans, programmes, governance and coordination mechanisms in a cross-sectoral, integrated and participatory way
  • Enhance country public and private sector capacities and investments to design, implement and evaluate policies, strategies and programmes;
  • Enable producers and vulnerable groups to become agents of change and innovators and to achieve sustainable increases in production and productivity;
  • Empower rural communities and their organizations, and particularly youth, women and vulnerable groups, to access productive resources, services, markets, productive employment and decent work opportunities, social protection systems
  • Formulate and builds capacities to effectively implement regional and international standards, agreements and voluntary guidelines and legal, policy and institutional systems and frameworks
  • Provide technical backstopping to field projects
  • Strengthen country preparedness and response at all levels
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • For Consultants\: Advanced university degree (Master or equivalent) relevant to the above areas (e.g. agriculture, fisheries, forestry, international development, social science, economics, marine engineering degree, or any area related to the work of the Organization) / For PSA\: University Degree in the above areas
  • For level C (Consultants/PSA)\: at least one year of relevant experience
  • For level B (Consultants/PSA)\: at least five years of relevant experience
  • For level A (Consultants/PSA)\: at least twelve/fifteen years of relevant experience respectively
  • For level B For Consultants/PSA\: at least 3 years work experience in Pacific Island countries
  • For level A (Consultants/PSA)\: at least five years work experience in Pacific Island countries
  • For Consultants\: Working knowledge of English and limited knowledge of one of the other\: Arabic, Chinese, French, Russian or Spanish / For PSA\: only working knowledge of English is required.

  • Work experience in more than one location or area of work, desirably in the field locations in Pacific Small Island Developing States
  • Extent and relevance of experience in a technical area of assignment
  • Extent and relevance of experience in providing policy advice at local, national or regional levels within the Pacific Small Island Developing State region
  • Extent and relevance of knowledge in the implementation of international instruments related to pertinent field of expertise
  • Extend and relevance of professional experience in project and/or programme formulation and implementation
  • Familiarity with and understanding the work of international organisations, regional entities and national governments
  • Ability to support resource mobilization efforts with relevant donors.
Ability to organize and conduct technical meetings, conferences and workshops when applicable
