The EIB, the European Union's bank, in the framework of its GRAD programme, is seeking to recruit for its Operations Directorate (OPS), Operations Resourcing Management Unit (ORM), at its headquarters in Luxembourg, a:
Graduate - Budget management

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,
with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
As Graduate you will provide support for non-staff budget matters of OPS in compliance with the EIB’s standards; contributing to the smooth running of OPS Directorate to the achievement of its objectives and other OPS budget-related tasks. You will also support on strengthening the internal cost allocation methodology and reinforcing the data input. In order to achieve this, you will coordinate the way in which data is calculated and reported. The post requires discretion, flexibility and the ability to prioritise and handle several tasks at a time, often working with tight deadlines.
Operating network
You will work under the direct supervision of Budget Officers and will report to the Head of Operations Resource Management Unit. You will cooperate very closely with the Budget team. You will also have frequent contacts with staff at all levels within OPS.
Accountabilities
Under the direct supervision of the Budget Officers, you will carry out a wide range of tasks related to OPS procurement and budget:
- In liaison with the Budget Team, execute administrative tasks of TMR budget (non-staff) such as:
- budget ventilation, budget transfers, monitoring of expenditures and reporting, payment of invoices and their correct imputation, transitoires etc.
- Monitor OPS non-staff budget expenditures and, in consultation with OPS line managers, propose any appropriate initiatives arising therefrom (e.g. budget adjustments), to keep spending within set limits
- In cooperation with the Budget Officer, review of the external training requests, ensuring respect of budgetary limits
- Handle purchase order requests/external training forms and related payment of invoices
- Support the Budget team in the management of the non-staff budget forecast, operational activity planning of the annual and multi annual budgets in line with agreed timetables, procedures and guidelines
- Help in elaborating the budget approach for OPS, based on standard methodology , analyse results and presenting information for managerial decision-making
- Analyse trends affecting the OPS Directorate budget and handle a number of budget/cost accounting - related dossiers arising from the particular framework in which the Bank operates
- Contribute to designing, implementing and proposing improvements for existing/new budget reporting tools
- Run necessary quality checks based on the defined standards so as to contribute to the high quality of all documents including reports and notes to OPS’ Management
- Contribute to the development of the internal cost allocation methodology, coordinating with other internal services for the creation and use of Accounts, Cost Centers and Projects
- Participate in meetings and working groups when appropriate
Qualifications
- University degree, preferably in Business Administration, Finance or Accounting
- Accounting qualification would be a distinctive advantage
- Some experience in accounting and budgeting
- Deep understanding of the Bank’s organisation and activities
- Knowledge of software applications/databases and reporting tools used for managing budget (e.g.: PeopleSoft applications, Business Objects or SAP)
- Proficient user of MS Excel
- Very good knowledge of English and/or French and a good command of the other (*).
