Position Purpose

The Human Resources Manager is responsible for the oversight and management of the delivery, development and coordination of domestic and global human resources services, initiatives and programs. S/he works closely with the HR team and in partnership with program staff in supporting field offices on all aspects of international HR including employment, development and implementation of policies and procedures, compensation, and employee relations/mediation. The HR Manager is responsible for maintaining the US compensation scale, partnering with the VP of Global HR on performance management, developing HR metrics and ongoing compliance reporting (i.e. EEO, AAP). The HR Manager reports to the Global HR Lead and works closely with the entire HR team.

Key Responsibilities

· Provides day to day guidance to domestic and international staff (Expats, TCNs, KLNs, telecommuters) on all human resource related matters including hiring, termination, compensation and benefits, policies, performance management, and employee relations.

· Drives collaboration on the development of HR activities, policies, processes and strategy.

· Supervises HR Coordinator, working by example to set high standards and offering leadership guidance through on-going feedback and development opportunities.

· Manages and resolves complex employee relations issues.

· Conducts thorough and objective internal workplace investigations and recommends appropriate course of action/resolution.

· Develops, recommends and implements HR related policies and procedures.

· Builds, maintains and develops relationships with managers and employees to resolve HR related issues.

· Assists managers with drafting position approval requests, salary adjustment requests and supporting documents for approval. Provides recommendations for salary decisions based on Pact’s compensation structure and internal and external market equity.

· Processes and/or verifies completeness and accuracy of all employment actions and documentation, such as employment agreements and offer letters for new hires (including salary offers), amendments to agreements or offer letters, transfers and terminations.

· Manages Pact’s performance management system, engaging staff world-wide, with train-the-trainer, webinars, articles, videos and updating Mosaic with all necessary forms and directions.

· In partnership with the HR Coordinator, Specialist, and Recruiters, ensures that all data is accurately entered into the HRIS system and kept up to date.

· Prepares regular monthly, quarterly and annual HR reports and metrics for internal and external use. Ensures that reports are timely, user friendly and communicated to the required audience.

· Partners with the Global HR Lead and International HR Business Partner in the development, revision and worldwide communication of organizational policies and procedures.

· Partners with International HRBP in developing country-specific employee handbooks, employment agreements, compensation scales, country benefits, policies and procedures and addressing employee relations issues.

· Partners with Recruitment by helping to ensure that we attract and retain the right talent to successfully take Pact into the future.

· Develops and maintains affirmative action program; manages Pact’s internal HR control processes ensuring compliance with the federal and state regulations, audit and reporting requirements (i.e. EEO-1, AAP, Vets4212, etc.), serves as organizations Affirmative Action Officer.

· Administers a comprehensive and competitive benefits package, which includes medical, dental, group life, AD&D, disability, and retirement. Liaises with Pact’s benefit broker and insurance carriers. Ensures that plan changes are communicated and well understood by staff.

· Drives Pact’s Reward and Recognition program with the HR Coordinator including the Pact annual awards, President’s Award, Stamberg Award, etc., innovating new ways to reward and recognize global employees and keeping the program cutting edge.

· Leads and participates in organizational and departmental projects as needed.

· Performs other duties as assigned.

Basic Requirements

  • BA and at least 8 years of relevant human resources management experience (or equivalent).

Preferred Qualifications

· PHR, SPHR, GPHR certification or advanced degree in HR.

· Fluency in English and proficiency in at least one other language.

· Demonstrated sensitivity in handling confidential information.

· Self-motivated, outstanding interpersonal skills, and the ability to work effectively both in groups as well as independently.

· Excellent customer service, with the ability to present information, make recommendations and influence positively across various levels of the organization while exercising professionalism and diplomacy to accomplish objectives.

· Demonstrated competence in employee benefits, compensation, employee relations, performance management and human resource practices and related laws and regulations.

· Ability to manage complex projects, prioritize multiple tasks with close attention to detail and accuracy and meet deadlines.

· Exceptional ability to communicate, both orally and in writing.

· Experience and fluency with Human Resource Information Systems (HRIS).

· Willingness to travel internationally if requested.
