Background

Since the restoration of independence in 2002, the Government of Timor-Leste has worked to improve the quantity and quality of education provided to the nation’s children.  The Ministry of Education (MOE) with the help of its partners has endeavored to create policy and legislation to expand access to and improve the quality of educational services framed by national goals.

UNICEF has been supporting the MOE integrate the Child-Friendly Schools (CFS)/Eskola Foun approach to the education system. The CFS principles underpin the reform curriculum rolled out in 2015, as reflected in the pedagogy, participative methodology, school-based management, and promotion of student and community participation.

A second and related initiative is the development of the National Quality Schools Standards Framework (NQSSF) for Basic Education. The purpose of the NQSSF is to promote quality improvement by developing standards and indicators for basic education that serve as benchmarks for schools and the Ministry of Education. These standards are based on Child Friendly Schools (CFS) principles, as well as quality standards already established in GoTL laws and policies, such as the Base Law for Education, the National Education Sector Plan (NESP 2011-2030) and others. In order to assess the standards at the school level, a School Self-Assessment Tool (SSAT) based on the standards and indicators has also been developed.  The NQSSF serves as basis for the establishment of Basic Education (BE) licensing and accreditation system.

Documents as part of the Basic Education licensing have been developed, including a checklist and specification for licensing of education establishment offering basic or equivalent education. These documents were developed as per the Ministerial Dispatch 2017. These documents were developed based on several consultations with various stakeholders but have yet to be finalized. The Ministry of Education plans to establish an accreditation system and finalize the licensing system for Basic Education in 2018.

How can you make a difference?

This assignment will primarily provide technical leadership and support to the Ministry of Education to develop and finalize the Basic Education licensing and accreditation system in a participatory manner. The assignment includes consultations with key stakeholders in the Ministry, municipality, school administration representatives, teachers and Development Partners, among others. Guidelines/standard operating procedures for the implementation of the licensing and accreditation system will also be developed. Detailed tasks are outlined under the section on tasks and deliverables.

1.Desk Review of relevant documents

     1. Brief report based on the desk review

         which will also feed into the strategy

2.Consultations with the MOEC to develop a short strategy note and action plan for the Basic Education Licensing and Accreditation System. This note should outline key objectives and timelines and identify key stakeholders in relation to setting up the system

      2. Strategy Note and Action Plan for  

         Basic Education Licensing and

         Accreditation System  - 7 days

3.Review and update the draft licensing tools and documents and the NQSFF. This process will include consultations with the MOE, selected municipal offices, and selected Basic Education Schools both private and public

4.Finalize draft licensing system and the checklist/form with Standard Operational Procedure (SOP)

5. Presentation of the final licensing document to MoEC stakeholders including MoEC Director and Staff, School directors, deputy, coordinators and teachers of both private and public school

6.Development or formulation of BE accreditation system/tool (Cardeno de Encargos -Book of Charge) and the checklist/form. In close collaboration and consultation with all relevant stakeholders including MoEC, teachers of both private and public school and Education Development partners, design an accreditation and equivalency system/tool for Basic Education

6.     Draft BE accreditation system/tool  Cardeno de Encargos -Book of Charge) and the checklist/form developed with with MoEC stakeholders and education development partners  - 25 days

7.Presentation of draft BE accreditation to MoEC Directors

7.     Presentation of draft BE accreditation to MoE Directors for finalization and validation - 2 days

8. Develop simple pictorial handbook document explain the standard, licensing and accreditation   (separate support on  photograph, design and layout from UNICEF)

9. Develop clear Standard Operational Procedure (SOP) for BE accreditation

10.Socialization of BE licensing and accreditation to MoEC stakeholders including School directors, deputy, coordinators and teachers of both private and public school (together with BE Directorate -MoEC)

 

10.  Together with BE Directorate -MoEC conducted socialization of BE accreditation to MoEC stakeholders including School directors, deputy, coordinators and teachers of both private and public school  - 20 days

To qualify as an advocate for every child you will have…

  • Master degree preferably in Education, Social Sciences, Economics or other related field
  • At least 5 years of work experience in Education
  • Excellent written and oral English
  • Fluency in Tetum and/or Bahasa an advantage
  • Ability to deliver quality report aligned with UNICEF publication guidelines (work samples can be submitted along with the application)
