Background Information - Job-specific

The past fifteen years have seen tremendous gains in reducing the burden of disease and progressing towards malaria elimination. Between 2000 and 2016, global malaria incidence fell by 31 percent and mortality rates by 57 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Since 1998, the RBM Partnership to End Malaria has been central to the global fight against malaria. It has been essential to mobilizing unprecedented resources and supporting scale up of innovative interventions to put the world on a path of eliminating malaria.

The Country & Regional Support Partners Committee (CRSPC) is one of RBM’s key partnership mechanisms. The purpose of CRSPC is to implement a formal partnership mechanism to facilitate and harmonize timely support to achieve established targets.

The Committee is supporting countries to rapidly programme Global Fund allocations, through the development of funding applications, and providing ongoing support in programme implementation addressing bottlenecks as they may arise.


Functional Responsibilities

In English:
The Technical Support Senior Specialist shall work for the RBM CRSPC to facilitate and support countries with issues related to implementation of their national programmes. The countries to be supported present highly complex technical, epidemiological and political contexts for implementation of malaria control and elimination.  These scenarios significantly enhance the complexity of malaria program implementation and require senior and experienced consultants, able to command the respect of senior government officials and partners. The implementation support from the malaria specialist consultant will address core issues causing bottlenecks for implementation and/or issues where additional capacity and expertise is needed and cannot be found among in-country partners.

The Technical Support Senior Specialist is expected to have expertise in at least one of the intervention areas listed below in order to provide the targeted support a country requires. In addition, the specialist is expected to have a clear understanding of WHO policies and guidelines on the specific intervention area as well as an in-depth knowledge of the technical aspects of malaria prevention and control in endemic countries. The assignment also requires highly developed negotiation skills and a proven track record in achieving consensus across multiple stakeholders. The consultant will be expected to visit the country as necessary during the support period.

The expertise required includes the following intervention areas. Specialists applying should have expertise in a minimum of one intervention area.

·         Social behaviour change communication (SBCC) – development of communications in support of overall national strategic plans or specific objectives, such as mass insecticide-treated nets (ITN) distribution; review of issues surrounding poor uptake of prevention, diagnostic and treatment interventions, support for Knowledge, Attitudes and Practices (KAP) studies and operational research and development of tailored approaches; etc.

  • Surveillance, monitoring and evaluation – review and strengthening of existing surveillance systems and/or monitoring and evaluation plans and procedures national strategic plan (NSP) objective-specific support; alignment of M&E frameworks to malaria profile; entomological and parasite profile updates; resistance monitoring; etc.
  • Vector control – review and updating of guidance for indoor residual spraying (IRS) or long-lasting insecticidal nets (LLIN) distribution; support for Insecticide Resistance monitoring and decision-making on appropriate vector control (VC) technology; planning and operational support for deployment of VC; etc.
  • Case management – assessing effectiveness of existing strategies, both facility (public and private) and community based, to provide recommendations for improved efficiency; procurement and supply management (PSM) support; support to Integrated Community Case Management (iCCM) roll out, etc.
  • Preventive chemotherapy (seasonal malaria chemoprophylaxis, intermittent preventive therapy) – development of overall strategy and planning documents; operational guideline development; etc.
  • Emergency preparedness and response – risk assessment and mitigation planning; quantification for procurement of materials; etc. 
  • Procurement and supply chain management – review of supply chain management; support for quantification for procurement and delivery of VC, diagnosis and treatment materials; etc.
  • Resource mobilization and advocacy - support to financial desk reviews, development of investment cases for malaria, development of resource mobilization and advocacy strategies and funding proposals.

Assignments could include (but are not limited to) the following and could be for a particular intervention area or across interventions:

  • Carry out a comprehensive review of country programme documentation (Strategic Plan; operational plan, work plans; gap analysis, etc.) for a particular intervention area, as well as a sub-intervention area (for example, logistics or communication to support IRS or LLIN interventions);
  • Coordinate the analysis of underlying causes of implementation underperformance, and identify strategies and interventions to address these bottlenecks;
  • Develop detailed strategies, operational and financing plans, as well as risk assessment and mitigation plans for the specific intervention or sub-intervention areas;  
  • Develop training, supervision, monitoring, evaluation and activity protocols for assessing key bottlenecks and questions, including timelines and indicators for finalization and monitoring of implementation;
  • Review existing support and conduct partnership mapping of current activities, resources and anticipated changes;
  • Review cost and efficiencies of programs
  • Lead the fieldwork and analysis to develop an investment case for malaria
  • Lead and/or support on review and validation of the comprehensive programmatic and/or financial gap analysis for a particular intervention area;
  • Lead high-level discussions with senior management, partner representatives and other key stakeholders to broker consensus on any of the above intervention areas;
  • Undertake a technical review of chosen strategies and interventions to ensure that they are technically sound and in line with WHO normative guidance, feasible to implement and will achieve sufficient impact based on malaria epidemiology of the country / area

Le spécialiste principal en assistance technique travaillera pour le CRSPC RBM et aura pour mission d’aider les pays à résoudre les problèmes inhérents à la mise en place de leurs programmes nationaux. Les pays devant être soutenus se caractérisent par des environnements technique, épidémiologique et politique extrêmement complexes au regard de la mise en œuvre du contrôle et de l’élimination du paludisme. Pareils environnements rendent l’introduction d’un programme antipaludique bien plus ardue et nécessitent le concours de consultants

chevronnés et expérimentés, capables d’inspirer le respect des hauts fonctionnaires et des partenaires. Au travers du soutien à la mise en œuvre qu’il fournira, le consultant spécialisé en paludisme traitera les problèmes fondamentaux à l’origine des goulots d’étranglement qui ralentissent la mise en œuvre et/ou les problèmes nécessitant une capacité et une expertise supplémentaires dont ne disposent pas les partenaires sur place.

Le spécialiste principal en assistance technique doit avoir une expertise dans au moins un des domaines d’intervention énumérés ci-dessous afin d’apporter l’aide ciblée que requiert un pays. En outre, le spécialiste doit avoir une vision claire des politiques et directives de l’OMS relatives au domaine d’intervention en question ainsi qu’une parfaite connaissance des aspects techniques de la prévention et du contrôle du paludisme dans les pays endémiques. Cette mission nécessite également un très haut degré de compétence en négociation et une expérience avérée en matière d’établissement d’un consensus entre différentes parties prenantes. Le consultant se rendra dans le pays aussi souvent que nécessaire durant la période d’assistance.

L’expertise requise comprend les domaines d’intervention suivants. Les spécialistes qui postulent doivent posséder une expertise dans au moins un domaine d’intervention.

·         Communication pour le changement social et comportemental (SBCC) – Développement de communications pour soutenir des plans stratégiques nationaux globaux ou des objectifs spécifiques tels que la distribution massive de moustiquaires imprégnées d’insecticide ; examen des problèmes relatifs à la faible efficacité des mesures préventives, interventions de diagnostic et de traitement, participation à des études sur les connaissances, attitudes et pratiques (CAP), à de la recherche opérationnelle et à l’élaboration d’approches sur mesure, etc.

  • Surveillance, suivi et évaluation – Examen et renforcement des systèmes de surveillance existants et/ou suivi, plans d’évaluation et procédures, aide à la poursuite d’objectifs dans le cadre de plans stratégiques nationaux ; alignement des cadres de suivi-évaluation avec le profil du paludisme ; mises à jour des profils entomologique et parasitaire ; suivi de résistance, etc.
  • Lutte antivectorielle – Examen et mise à jour des conseils de pulvérisation intradomiciliaire d’insecticide à effet rémanent ou distribution de moustiquaires imprégnées d’insecticide longue durée (MILD) ; participation au suivi de la résistance aux insecticides et à la prise de décisions ayant trait à la technologie appropriée de lutte antivectorielle ; planification et appui opérationnel de la mise en œuvre de la lutte antivectorielle, etc.
  • Gestion de cas – Analyse de l’efficacité des stratégies existantes au niveau des infrastructures (publiques et privées) et des communautés en vue de formuler des recommandations pour en accroître l’efficience ; assistance à la gestion des achats et de la chaîne d’approvisionnement (PSM) ; aide au lancement de la gestion intégrée des cas au niveau communautaire (iCCM), etc.
  • Chimiothérapie préventive (chimioprophylaxie du paludisme saisonnier, traitement préventif intermittent) – Élaboration d’une stratégie globale et de documents de planification ; développement de directives opérationnelles, etc.
  • Préparation et capacité de réaction aux situations d’urgence – Évaluation des risques et planification de mesures d’atténuation ; chiffrage de l’achat de matériel, etc.
  • Gestion des achats et de la chaîne d’approvisionnement – Examen de la gestion de la chaîne d’approvisionnement ; aide au chiffrage du matériel à acheter et à livrer dans le cadre de la lutte antivectorielle, matériel de diagnostic et de traitement, etc.
  • Mobilisation de ressources et plaidoyer – Aide à l’étude de dossiers financiers, développement d’argumentaires en faveur du financement de la lutte antipaludique, élaboration de stratégies de mobilisation de ressources et de plaidoyer ainsi que de propositions de financement.

La mission à accomplir pourra comprendre (sans toutefois s’y limiter) les tâches suivantes et pourra être propre à un domaine d’intervention particulier ou s’appliquer à différentes interventions :

  • Examen complet de la documentation du programme national (plan stratégique ; plan opérationnel ; plans de travail ; analyse des lacunes, etc.) aussi bien pour un domaine d’intervention particulier que pour un sous-domaine d’intervention (ex. : logistique ou communication dans le cadre

d’interventions de pulvérisation intradomiciliaire d’insecticide à effet rémanent ou de distribution de moustiquaires imprégnées d’insecticide longue durée) ;

  • Coordination de l’analyse des causes sous-jacentes d’une mise en œuvre peu efficace et identification des stratégies et interventions pour éliminer ces goulots d’étranglement ;
  • Élaboration de stratégies détaillées, de plans opérationnels et de financement, évaluation des risques et planification de mesures d’atténuation pour les domaines ou sous-domaines d’intervention spécifiques ;
  • Développement de protocoles de formation, de supervision, de suivi, d’évaluation et d’activité afin d’analyser les principaux goulots d’étranglement et questions qui se posent, dont des calendriers et indicateurs de finalisation et de suivi de la mise en œuvre ;
  • Examen de l’aide existante et cartographie des différentes activités des partenaires, des ressources et des évolutions prévues ;
  • Examen des coûts et de l’efficacité des programmes ;
  • Direction du travail sur le terrain et analyse en vue de mettre sur pied un argumentaire en faveur du financement de la lutte antipaludique ;
  • Conduite et/ou soutien de l’examen et de la validation de l’analyse programmatique exhaustive et/ou de l’analyse du déficit financier pour un domaine d’intervention particulier ;
  • Conduite de concertations au plus haut niveau avec des dirigeants, des représentants des partenaires et d’autres parties prenantes majeures en vue de parvenir à un consensus sur les domaines d’intervention susmentionnés ;
  • Examen technique des stratégies et interventions choisies pour s’assurer qu’elles sont viables sur le plan technique, conformes aux orientations normatives de l’OMS, réalisables et qu’elles auront une incidence suffisante en fonction de l’épidémiologie du paludisme du pays / de la région.


Education

  • Advanced university (master’s) degree desired, preferably in public health or social science or related field. Bachelor’s degree may be considered with two additional years of experience.
  • Specialization, experience or sound understanding of international development and the political agendas, as related to malaria, is preferable. 



Experience

Essential: 

  • Minimum 7 years of relevant, malaria-specific experience preferably in development, implementation and/or management within at least one of the following intervention areas:
    • Social behaviour change communication (SBCC)
    • Surveillance, monitoring and evaluation
    • Vector control
    • Case management
    • Preventive chemotherapy (seasonal malaria chemoprophylaxis, intermittent preventive therapy)
    • Emergency preparedness and response
    • Procurement and supply chain management
    • Economics and finance
    • Resource mobilization and advocacy
  • Documented experience of working in complex and politically and technically challenging situations to achieve consensus and effectively manage change, complemented by a proven track record in the development and/or evaluation of policies related to public health, preferably in the area of malaria.
  • Documented experience at national and international levels and working with multiple stakeholders.
  • Proven track record of success in managing assignments independently and efficiently
  • In depth knowledge of WHO normative guidance in the intervention area of stated expertise

Desirable:  

  • Experience in planning / implementing / evaluating technical malaria control interventions as described above
    • Knowledge of broader health policies and National Malaria Control Programmes
    • Knowledge of the RBM Partnership Program

Languages

  • English or French fluency and ability to write clearly and concisely.
  • Knowledge of other UN languages an advantage.
