Background

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of job design, recruitment, administration of benefits and entitlements, payroll, performance management and learning and development across the Organization.

The Talent Management Section, one of two sections in DHR, comprises units dealing with Job Design and Classification, Recruitment, and Learning and Development. The Section is led by the Deputy Director/Head, Talent Management and works together to attract, manage, develop and retain the highest quality staff throughout the OSCE.

The Senior Talent Management Adviser works closely with the Head, Talent Management, the units within the section and other units within the Department of Human Resources and the Secretariat.

As a senior expert in the area of human resources management, she/he provides advice on all aspects of talent management policies, practices and substance and provides proactive and innovative approaches to development and delivery of talent management strategies and related policy issues.

 
Tasks and Responsibilities

Under the supervision of the Deputy Director/Head of Talent Management, and overall guidance of the Director for Human Resources (D/DHR), she/he will be responsible for:

  1. Advising on the review and implementation of the OSCE¿s human resources and talent management strategies;
  2. Identifying lessons to be learned from policy implementation in talent management (job design/classification, talent acquisition, learning, leadership and management development, performance management);
  3. Advising on complex OSCE-wide talent management projects, with a particular focus on gender related initiatives, staff engagement and employer branding;
  4. Identifying and advising on innovative and cutting edge talent management practices, systems and processes that can be incorporated into existing efforts, including insights from the private sector and other  organizations and experts;
  5. Actively cultivating cross-departmental and cross-functional relationships to ensure that the talent management is understood and well integrated into wider organizational objectives;
  6. Leading the development, implementation and ongoing evaluation of talent management metrics that document effectiveness and cost efficiency. Generating regular useful actionable data for talent management decision-making;
  7. Participating in recruitment processes as required;
  8. Managing the co-ordination of cross section activities;
  9. Deputizing as necessary and performing other duties as assigned by the DD/DHR, Head, Talent Management Section.

Necessary Qualifications
  • Second-level university degree in public/business administration, management, human resources, economics, law, political science, social science, education, psychology or related subjects;
  • A minimum of eight years of relevant professional experience in human resource management, part of which should be in areas relevant to talent management;
  • Demonstrated ability to think innovatively and to benchmark against best practices in public/private sectors;
  • Proven experience in effectively and comprehensively integrating a gender perspective in the development and implementation of HR policies and practices;
  • Proven ability to research and draft memoranda, papers and reports, using different methods of data collection and processing;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
  • Professional fluency in English both written and oral; working knowledge of another OSCE official language is an asset;
  • Computer literate with practical experience in the use of common software applications.
